Mission & Goals

The Hungarian Civil Liberties Union is a human rights NGO. Since our foundation in 1994, we have been working for everybody being informed about their fundamental human rights and empowered to enforce it against the undue interference by those in position of public power.To this end, we monitor legislation and carry out legal development activities, provide representation in strategically important lawsuits and provide legal assistance in more than two thousand cases a year, hold training courses and mobilise the public through media campaigns.

EU Legislative Interests

a) Promotion of protection of fundamental rights, democratic pluralism and the rule of law by the EU; b) Protection of the civic space; c) Freedom of expression; d) Privacy, Data protection; e) Equality, with particular attention to the rights of the Roma and the rights of the disabled people.

Communication Activities

— contacting Members and their assistants, officials or other staff of the EU institutions -- related to the implementation of fundamental rights in Hungary, especially concerning political liberties, equality and privacy protection, the independence of the judiciary, and the rule of law matters. HCLU informs these EU officials about the latest developments in Hungary related to these fields and intends to convince them to use the power of their respective institutions if it is needed (e.g., proposes communication to the Commission with the Hungarian Government as the first step of an infringement proceeding.) — preparing, circulating and communicating letters, information material or discussion papers and position papers -- related to to the implementation of fundamental rights in Hungary, especially concerning political liberties, equality and privacy protection, the independence of the judiciary, and the rule of law matters. HCLU wishes to inform the addressees of these materials about the current status if these issues in order to help them in their informed decision-making (e.g.,information material on the developments with the judicial system in Hungary to the MEPs, when they discussions on it.) — organizing events, meetings, promotional activities, conferences or social events, invitations to which have been sent to Members and their assistants, officials or other staff of the EU institutions -- especially events that aim to provide similar information mentioned under the previous point, but in person. and — voluntary contributions and participation in formal consultations or hearings on envisaged EU legislative or other legal acts and other open consultations -- related to the implementation of fundamental rights in Hungary, especially concerning political liberties, equality and privacy protection, the independence of the judiciary, and the rule of law matters, when HCLU thinks that suck a participation is likely to contribute to the consistent and coherent implementation of European Union law, policies and strategies in this field, or to widen public awareness about the rights deriving from it, or further the Union-wide public debate on the topic.
