EU Legislative Interests

1. Horizon Europe & the European Research Area (ERA) Policy Agenda STARTS is deeply embedded within the Horizon Europe programme, particularly in its emphasis on fostering interdisciplinary, challenge-driven innovation. The ERA Policy Agenda for 2022–2024 includes priorities such as “deepening the ERA through broad stakeholder engagement,” where arts-based research and creative methodologies play a role in expanding epistemologies and reaching societal actors beyond traditional R&I communities. 2. New European Bauhaus (NEB) The NEB initiative explicitly connects the Green Deal to culture and creativity, making it a highly relevant context for STARTS Ec(h)o. The call to shape more sustainable, inclusive and beautiful ways of living requires new models of collaboration between artists, scientists, and technologists. Projects under STARTS offer practical models of how this convergence can lead to actionable solutions for climate, inclusion, and digital transformation. 3. Digital Decade Policy Programme (2030) The EU’s Digital Decade policy aims to shape a digital transition that is human-centered, inclusive, and aligned with European values. STARTS contributes to this vision by promoting critical engagement with emerging technologies, including artificial intelligence, data systems, and extended realities, through artistic inquiry. These approaches serve as early warning systems, foresight tools, and ethical reflections embedded within technological design — supporting objectives related to digital skills, infrastructures, and public sector digitalisation. 4. Cultural and Creative Industries (CCIs) and the European Cultural Agenda The renewed European Agenda for Culture highlights the role of culture in strengthening identity, innovation, and sustainability. CCIs are also a strategic priority under the Creative Europe programme and the SME Strategy for a sustainable and digital Europe. STARTS Ec(h)o contributes to this by positioning artists and cultural actors as active agents of innovation, not merely recipients of technology. Their inclusion in R&D ecosystems also supports fairer funding structures and new skills development, especially in underserved regions. 5. AI Act and Ethical Governance of Technology Although not a cultural or artistic policy per se, the AI Act and related ethical frameworks have a strong bearing on the work of STARTS. Artistic residencies often engage with algorithmic systems and data governance, raising questions about bias, opacity, and social impact. These artistic interventions offer unique forms of civic oversight and critique, supplementing legal approaches with cultural and experiential dimensions. 6. Green Deal and Just Transition Mechanism The European Green Deal is fundamentally a socio-technical challenge — not only a matter of decarbonisation, but of transforming lifestyles, values, and governance structures. The Just Transition requires trust, imagination, and participation. STARTS artistic residencies, through experimentation and storytelling, engage citizens emotionally and imaginatively in this transition. They help to prefigure future scenarios, fostering the public understanding necessary for legitimacy and uptake of climate policies.
