Mission & Goals

As enshrined in a specific law, the objecives of Sitra are to promote stable and balanced development in Finland, qualitative and quantitative economic growth and international competitiveness and cooperation by supporting, in particular, the implementation of projects that increase the efficiency of the economy, improve the level of education or research, or study future development scenarios. As stated in its strategy, Sitra anticipates the future and seeks solutions to societal challenges together with partners. Currently, Sitra is focusing on Data and AI, Democracy and Trust, Economic growth and sustainability transition. Internationally and at EU level, Sitra strives to be a wanted and trusted partner to jointly tackle major challenges of our time. Sitra is involved in several EU co-funded programmes. The largest is the European Union’s Circular Economy Center, whose mission is to bring knowledge and best practices on Circular Economy to the EU’s partner countries.

Communication Activities

In 2025, Sitra hosted the European Business and Nature Summit (EBNS 2025) in Helsinki together with the European Commissions. Sitra also hosted in Brussels an event on 27 May 2025 in Brussels on the potential of regulatory technologies. In 2026, Sitra will launch a new study “Algorithms and Democracy: how social media shapes young Europeans’ worldviews”, host a workshop at CEPS Ideas Lab event, and organise two events in the framework of the TEHDAS2 joint action.

Additional Information

Sitra has received EU project funding since 2021. The four projects that received funding in 2025 were EU CERC (EU Circular Economy Resource Center), TEHDAS2 (Second Joint Action Towards the European Health Data Space), PSLifestyle (Positive and Sustainable Lifestyle) and DSSC (Data Spaces Support Centre). In addition to the received project funding, as the project coordinator for TEHDAS2 JA and PSLifestyle, Sitra received 0.9 million euros funding that was distributed to other project participants. This funding is included as income and other expenses in the income statement. Excluding EU funding, operational profit in 2025 amounted to 50,7 million euros. Sitra, together with Finnish Ministry of Foreign Affairs and Belgium Development Agency, have started European Union funded action called "EU Circular Economy Resource Center"(EU CERC). The overall objective of the action is to increase the uptake of sound circular economy policies and business models, based on peer-to-peer exchanges and partnerships between EU and third country stakeholders. The action is financed under the "Neighborhood, Development and International Cooperation Instrument (NDICI-Global Europe)". The grand total is 15 million €. Implementing agencies are Sitra, Finnish MFA and Enabel. EU CERC has started its operations in November 2024, and the duration of the project is 60 months.
