Mission & Goals

Our goal is to assist our clients in monitoring and evaluate the progress of the decision making process and policies at the level of European Institutions, influence, if necessary, the policies by participating in the debate process and submitting industry position papers, and, also, following the implementation process of respective policies. We intend to represent our clients and speak on their behalf at European Parliament public committee hearings, apply for a long-term access card to the premises of the European Parliament and participate in meetings with Commissioners, members of their Cabinets or Directors-General of the European Commission

EU Legislative Interests

1. Energy and Climate Change Key Legislative Acts: • EU Emissions Trading System (EU ETS) Directive 2003/87/EC – Core market-based instrument for CO2 reduction. • Renewable Energy Directive (RED II & III) Directives (EU) 2018/2001 and 2023/2413 – Set binding renewable targets. • Energy Efficiency Directive (EED) Directive 2012/27/EU, updated by Directive (EU) 2023/1791 – Framework for improving energy savings. • Energy Performance of Buildings Directive (EPBD) Directive 2010/31/EU, undergoing delegated acts and transposition support. • Energy Taxation Directive (ETD) Directive 2003/96/EC – Under revision to align with the Green Deal. • Carbon Border Adjustment Mechanism (CBAM) Regulation (EU) 2023/956 – Introduces carbon pricing on imports of carbon-intensive products. 2. Environment and Industrial Pollution • Industrial Emissions Directive (IED) Directive 2010/75/EU – Regulates pollution from industrial installations, based on Best Available Techniques (BAT). • Air Quality Directive Directive 2008/50/EC – Establishes limits for pollutants in ambient air. • Environmental Impact Assessment (EIA) and Strategic Environmental Assessment (SEA) Directives 2011/92/EU and 2001/42/EC – Assess environmental effects of projects and plans. • Waste Framework Directive Directive 2008/98/EC – Establishes principles for waste prevention and recycling. • Single-Use Plastics Directive Directive (EU) 2019/904 – Reduces plastic pollution through bans and design requirements. 3. Competitiveness and Fiscal Policy • Clean Industrial Deal State Aid Framework (CISAF) C(2025) 7600 final – Authorises state aid for clean tech and industrial decarbonisation. • Strategic Technologies for Europe Platform (STEP) – Funding competitiveness and scale-up of clean technologies. • BEFIT (Business in Europe: Framework for Income Taxation) COM(2023) 532 final – Proposal for a single corporate tax base for EU groups.* 4. Tobacco Control and Excise Duties • Tobacco Products Directive (TPD) Directive 2014/40/EU – Regulates the production and sale of tobacco and related products. • Tobacco Excise Directive Directive 2011/64/EU – Establishes minimum excise levels on tobacco products. • Revision in progress – Aims to cover new nicotine products and align with health policy. 5. Recent Legislative & Regulatory Developments (2025) REACH and Chemical Policy: • Defence exemption amendments proposed for REACH, CLP, and BPR. • CLP simplification package expected July 2025. Energy Grids & Hydrogen: • European Grid Package to be launched Q4 2025 (focus on permitting and access). • Two delegated acts on renewable hydrogen adopted, defining lifecycle emissions. EPBD Delegated Acts: • Delegated and implementing acts adopted to support building decarbonisation. Simplification Packages: • Four Omnibus packages released in 2025 to reduce regulatory burdens in CSRD, CSDDD, F-gas, EU Taxonomy, etc. 6. Funding Lines and Instruments Industrial Decarbonisation & Climate: • IDAA (Industrial Decarbonisation Accelerator Act) • Innovation Fund & PDA (Project Development Assistance). • Clean Industrial Deal Energy Infrastructure: • Grid Package – To modernise EU power grids. • Hydrogen Delegated Acts – Clarify renewable status and emissions accounting. Defence-related Funding: • European Defence Fund (EDF) • ASAP and EDIRPA – Support ammunition production and procurement • EDIP (proposed) – (2025–2027) for joint procurement. • EIB – Up to €2 billion in new defence lending.
