Mission & Goals
RAAP! designs governance and financial architectures for farmland transition projects. Activities include structuring land stewardship models, developing blended finance approaches, coordinating multi-stakeholder partnerships, and analysing how regulatory frameworks affect land access and investability. The organisation contributes to knowledge exchange and policy discussions on scalable approaches to farmland governance within the European Union.

Relevant policy areas include: The Common Agricultural Policy (CAP), particularly in relation to generational renewal, access to land for new entrants, and rural viability. Regulatory frameworks affecting farmland transactions, land concentration, and land mobility services. Sustainable finance and capital allocation frameworks that influence investment behaviour in agricultural land. Biodiversity, soil health, and climate resilience policies where long-term land stewardship and ownership structures play a determining role. Rural development and territorial cohesion strategies aimed at strengthening local economies and preventing land abandonment. RAAP! contributes to policy discussions from a governance and financial structuring perspective, analysing how regulatory design affects the feasibility of access-to-land models and the alignment between public-interest objectives and private capital participation. The organisation’s work aims to support scalable, landscape-level approaches that integrate agricultural productivity, ecological restoration, and economically viable farming structures within the broader EU policy context.
Communication Activities
RAAP!’s communication activities in relation to EU policy have so far been limited and primarily focused on knowledge exchange. The founder of RAAP! is a member of the EU CAP Network and follows developments related to the Common Agricultural Policy, generational renewal and access to land. In this context, she participated in a workshop in Brussels organised within the framework of the CAP Network concerning the future of the Common Agricultural Policy. Beyond participation in knowledge exchange activities, RAAP! has not conducted structured lobbying activities or organised campaigns directed at EU institutions. The organisation’s engagement with EU policy has primarily consisted of monitoring regulatory developments and participating in public workshops and information events.

RAAP! is currently in an early development phase. Its long-term funding model is based on designing governance, legal and financial structures for regenerative land transition projects, with the intention that the foundation will receive project-related fees once such projects reach implementation. These revenues are intended to finance future activities and ensure financial sustainability over time.
