Mission & Goals

The Changing Markets Foundation partners with NGOs on market focused campaigns. Our mission is to expose irresponsible corporate practices and drive change towards a more sustainable economy. Our approach is based on two key ideas 1) sustainability is an urgent challenge to which most solutions already exist; 2) market forces can be leveraged to drive rapid and self-reinforcing change towards a more sustainable economy. Changing Markets was formed to accelerate this transition.

EU Legislative Interests

The Changing Markets Foundation campaigns on a range of topics including climate change, environmental protection and pollution prevention, food and health, and resource efficiency and circular economy. Recent proposals/policies targeted: National Emissions Ceiling Directive EU 2040 Climate Proposal The Livestock Workstream The Omnibus EU Methane Action Plan EU Nationally Determined Contribution EU Climate Law RePowerEU The Vision for Food and Agriculture EU Strategy for Sustainable and Circular Textiles Ecodesign for Sustainable Products Regulation (ESPR) Waste Framework Directive Directive on substantiation and communication of explicit environmental claims (Green Claims Directive) Circular Economy Act. We are also engaging in the Joint Research Committee (JRC) workshops on textile waste, including consultation on the end-of-waste criteria, and in the Preparatory Study on Textile Products in the context of Ecodesign for Sustainable Products Regulation (ESPR).

Communication Activities

The 2024 report Changing Markets produced ("New Merchants of Doubt") was relevant into 2025 and looks specifically at EU policy on food and agriculture, including specific analysis of EU policies and recommendations. As an organisation Changing Markets held webinars and events targeting policymakers on food and agricultural policy, as well as targeting EU-focused media on this topic. Changing Markets has also published public letters targeting the EU Commission and developed EU-focused policy briefings. We have published a report on biomethane production in the EU (https://changingmarkets.org/report/biogas-policies-in-the-eu-levelling-up-or-locking-in/), and included a brief EU analysis in our reports on climate metrics (https://changingmarkets.org/report/the-new-faces-of-gwp-temperature-neutrality-and-no-additional-warming/). Some other examples: - Vision for Agriculture public response (chrome-extension://efaidnbmnnnibpcajpcglclefindmkaj/https://changingmarkets.org/wp-content/uploads/2025/03/Methane-Matters-Consortium_Response-to-Hansens-Vision-for-Agriculture.pdf) - 2040 target letter (chrome-extension://efaidnbmnnnibpcajpcglclefindmkaj/https://changingmarkets.org/wp-content/uploads/2025/06/Unlock-Agricultures-Climate-Action-Potential-3.pdf) - Calling for an EU Action Plan for plant-based food (chrome-extension://efaidnbmnnnibpcajpcglclefindmkaj/https://changingmarkets.org/wp-content/uploads/2025/03/Joint_call_EU_Action_Plan_for_Plant-Based_Foods.pdf) Changing Markets’ Fossil Fashion reports offer targeted EU policy recommendations grounded in the findings of Changing Markets’ research. Notably, Changing Markets published a dedicated EU Policy Briefing, A New Look for the Fashion Industry: EU Textile Strategy and the Crucial Role of Extended Producer Responsibility. In late 2024, Changing Markets co-authored two EU policy papers: a Textiles Coalition brief with recommendations on the ESPR, Green Claims, and Waste Framework Directives, and an open letter on a holistic EU circular economy mandate co-signed by NGOs, businesses, and EU organisations. To complement these efforts, Changing Markets have conducted multiple webinars that integrate policy recommendation discussions. Additionally, Changing Markets has collaborated with other organisations and sustainable businesses to produce joint publications, open letters, and statements aimed at EU policymakers.
