Mission & Goals

CAOP is the independent knowledge and cooperation partner for the Dutch public sector in the field of work and learning. We are also committed to strong public administration. We bring people, organisations and governments together and tackle social issues with them. We do this by combining substantive knowledge from science and practice with knowledge about methods such as social innovation. In doing so, we draw on our many years of experience in the public sector and our established network in science.

EU Legislative Interests

1. European Pillar of Social Rights (EPSR) Principle 4 (Active Support to Employment) & Principle 8 (Social Dialogue) CAOP supports social dialogue between government employers and trade unions, aligning with EU goals for fair working conditions. 2. EU Directives on Labor & Working Conditions Working Time Directive (2003/88/EC) – CAOP advises on working hours, rest periods, and leave in the public sector. Transparent and Predictable Working Conditions Directive (2019/1152) – CAOP helps implement fair employment terms for public servants. Work-Life Balance Directive (2019/1158) – CAOP promotes flexible work arrangements in government jobs. 3. Public Administration & Governance European Code of Good Administrative Behaviour – CAOP contributes to good governance and ethical standards in Dutch public employment. EU Public Sector Innovation Policies – CAOP supports modernizing public sector HR practices. 4. Occupational Health & Safety (OSH) EU Framework Directive on Safety & Health at Work (89/391/EEC) – CAOP advises on psychosocial risks, stress prevention, and well-being for public employees.
