Mission & Goals
CALSTART's Drive to Zero - Europe (DTZ-E) program objective is to accelerate a just transition to 100% zero emissions commercial vehicles globally and to achieve a more sustainable climate and healthier communities. Together with the Government of the Netherlands. CALSTART/Drive to Zero launched the Global Memorandum of Understanding (Global MOU) on Zero-Emission Medium- and Heavy-Duty Vehicles (ZE-MHDVs), establishing a global standard and timeline for rapid truck and bus decarbonization. Over three years, the Global MOU initiative has grown from 15 signatory nations to 38 (19 of them European and 10 EU Member States), representing one in every five trucks and buses sold globally. Next to the 38 nations, the Global MOU community has grown from 50 to over 230 endorsers that consist of regional governments and private parties.
EU Legislative Interests
Regulation (EU) 2019/1242 - CO2 emission performance standards for new heavy-duty vehicles Regulation (EU) 2023/1804 - Alternative Fuels Infrastructure Regulation
Communication Activities
The Global MOU has set an Infrastructure Working Group, which provides 26 countries with practical knowledge and best practices for national charging strategies, aligning strategically with the Alternative Fuels Infrastructure Regulation. Moreover, we organize a Global MOU Summit, Quarterly meetings, and Bi-annual touch points with all 19 EU nations and at high-level events, such International Transport Forum, Clean Energy Ministerial, and COP conferences. All helping either profile EU policy and implementation leadership and/or helping governments and industry with the acceleration.

Member Of
Our registration concerns Stichting Drive to Zero, a Dutch foundation (Stichting) registered in the Netherlands on 21-01-2025. While our initiative shares the name "Drive to Zero" with the Drive to Zero program of CALSTART (a U.S.-based nonprofit organization), we are a legally and operationally distinct entity, governed by our own independent Board of Directors. The mission and vision of Stichting Drive to Zero are fully aligned with CALSTART’s Drive to Zero program, and we collaborate closely. However, we operate separately and independently in Europe. Visitors can find more information about both entities via the Drive to Zero website (https://globaldrivetozero.org), which serves as a shared platform linking CALSTART USA and Stichting Drive to Zero in Europe.
Organisation Members
Our initiative does not have formal members. The organizations listed on our site as "endorsers" are supporters of the Global Memorandum of Understanding on Zero-Emission Medium- and Heavy-Duty Vehicles (Global MOU). These organizations have endorsed this public declaration, but they are not formal members or affiliates of Stichting Drive to Zero. Please find in the following links the list of countries that have signed the Global MOU on ZE-MDHVs, and the list of endorsers who support the achievement of the goals of the MOU: https://globaldrivetozero.org/mou-nations/ https://globaldrivetozero.org/mou/endorsement/
