Mission & Goals

Startup Portugal is a non-profit organization, holding the Statute of Public Utility (conferred by Decree-Law 33/2019 of March 4th), whose mission is the development of activities of public interest for the promotion of entrepreneurship, in close connection with public and private entities operating in the national entrepreneurship ecosystem.

Innovation Entrepreneurship Startups Nations Standard under ESNA governance 28th Regime – A harmonised legal framework for innovative companies; Digital Decade Policy Programme 2030; European Innovation Act AI Act and Data Act, in coordination with other national stakeholders; European Startup and Scale-up Strategy

Communication Activities

Organisation of the S9+ Summit Lisbon Declaration (2025), a joint statement by 11 EU startup associations calling for simplification of digital regulation and harmonisation of startup policy frameworks Publication of analytical reports such as Portugal’s Startup Ecosystem Report 2025 and Portugal’s Entrepreneurial Universities Ranking 2025, which include EU-aligned data and comparative metrics. Participation in ESNA reports, namely the SNS Scoreboard, and dissemination of EU best practices in national events and public communications.
