Mission & Goals

SFA (Social Finance Association) is an association created in 2021 with the mission of promoting social finance in Romania. The association aims to support local entrepreneurs to develop social projects, to overcome financial barriers, through financial education and consultancy for easier access to financing. The Association carries out its activity in the field of social economy, according to the principles stipulated by Law no. 219/2015 on the social economy.

EU Legislative Interests

Our work aligns with several key EU policy areas, including the Social Economy Action Plan, which promotes the development of social enterprises and supports the transition to a more inclusive and sustainable economy. We also target initiatives under the European Pillar of Social Rights, particularly those focused on employment, equal opportunities, and social inclusion. In terms of funding, we leverage tools from the InvestEU Programme and ESF+ that enhance access to social finance for mission-driven organizations. These frameworks are essential in fostering innovation, resilience, and impact within the European social economy ecosystem.

Communication Activities

Our communication efforts are strongly aligned with EU policies on social economy and social finance. Together with ADV Romania, we co-organize the European Social Economy Conference, a major event that brings together policymakers, practitioners, and innovators to discuss the implementation of the Social Economy Action Plan and other EU strategies. We are also active members of the National Commission for Social Economy in Romania, contributing to dialogue and advocacy around national and EU-level policy developments. Through our social enterprise consortium, we publish the Romanian Social Economy Barometer annually—an important publication that tracks sector growth, impact, and emerging trends. In addition, we regularly engage in campaigns and initiatives aimed at promoting legislative proposals and public policies in the field, working closely with local and international stakeholders to raise awareness and drive systemic change. These activities reinforce our commitment to fostering a sustainable and inclusive social economy aligned with the European Pillar of Social Rights.

Member Of

We are members of FEBEA – the European Federation of Ethical and Alternative Banks and Financiers – supporting ethical finance and the development of the social economy sector. Additionally, through our group organization ADV Romania, we are affiliated with several major European networks and platforms that advocate for inclusive and sustainable social economy development. These include: Social Economy Europe DIESES (European Network for Social Integration Enterprises) EASPD (European Association of Service Providers for Persons with Disabilities) ENSIE (European Network of Social Integration Enterprises) D-WISE (Digital Workers in Social Economy) These memberships enable us to actively contribute to European dialogue, share expertise, and collaborate on initiatives that foster social inclusion and impact.
