Mission & Goals
Slovensko združenje za kronične nenalezljive bolezni (in English: The Slovenian NCD Alliance (SNCDA)) is a national umbrella organization that brings together actors working in the field of prevention of chronic non-communicable diseases. SNCDA acts in the public interest, representing Slovenia in the global NCD Alliance. The Alliance works in the fields of tobacco, alcohol, cannabis and other drugs, prevention of addiction, exercise and nutrition, mental health and environmental health, emphasizing the impact of environmental factors on health. This is achieved through active advocacy, proactive communication with various publics, quality prevention, capacity building for its members and partners, international cooperation and constant pursuit of reducing health inequalities.
EU Legislative Interests
The most important targeted EU policies and legislative proposals by our Associaton are as follows: EU Drug Strategy and respective EU drug action plans, the European Tobacco Products Directive (EUTPD), EU alcohol strategy (especially advocacy for a new EU alcohol strategy), Erasmus+, EU4Health, Creative Europe, Rights & Values and Horizon Europe.
Communication Activities
Campaign “Smart About Cannabis (Pametno o konoplji)” In 2024, following the proposal for a consultative referendum on cannabis cultivation, processing, trade, and use, the Slovenian NCD Alliance and several national partners launched the campaign “Smart About Cannabis.” The campaign promotes transparent, evidence- based, and socially responsible decision-making in cannabis regulation. Its key objectives are to protect public health–especially children and young people–ensure that legislation is grounded in scientific evidence, raise awareness about the risks of legalization (including addiction, mental health impacts, and impaired road safety), and encourage the meaningful involvement of experts and civil society in policymaking. Main activities in 2024–2025 include a press briefing, a national expert symposium on cannabis, continuous public communication, issuing press releases, and advocating for expert inclusion in legislative processes. The campaign positions the Alliance and partners as key stakeholders in shaping evidence-based cannabis policy in Slovenia. Project "Alcohol Through Rose-Colored Glasses" The project "Alcohol Through Rose-Colored Glasses" has been implemented since late 2022 and is co-financed by the Ministry of Health of the Republic of Slovenia. This initiative addresses alcohol consumption among women, including pregnant women, and broader societal issues. It aims to raise awareness among women, future parents, healthcare professionals, and students in healthcare about the harms and risks associated with alcohol use. Through a series of activities, the project educates the wider public about the issues and prevalence of alcohol marketing. It focuses on improving the situation regarding Fetal Alcohol Spectrum Disorders (FASD) in Slovenia by providing education to healthcare professionals and students in healthcare. Project "Because Alcohol is Not Milk - Advocacy in the Field of Alcohol Policy" The project "Because Alcohol is Not Milk – Advocacy in the Field of Alcohol Policy" was implemented with financial support from the Active Citizens Fund. It began in September 2020 and concluded at the end of August 2022. Its main goal was to achieve improvements in alcohol policy and reduce societal indifference toward alcohol-related issues through a well-organized advocacy campaign and the empowerment of policymakers. The project informed and educated the public about misconceptions, attitudes, and practices related to alcohol use, particularly among young people. It also showcased effective measures and best practices in alcohol policy. Legislative initiatives were developed to support policymakers.
