Mission & Goals
The mission of SAFE is to accelerate the real-world deployment of secure, resilient, and sustainable transportation and energy solutions of the United States, Europe and its partners, by shaping policies, perceptions, and practices that create opportunity for all. SAFE’s global initiative, the Coalition for Reimagined Mobility (ReMo) advances a vision for new mobility technologies and services to shape a future that is better for people and planet. ReMo identifies how to enable this vision via applied research and policy awareness building in the U.S. and Europe to improve transportation systems that move people and goods, making them more sustainable, more equitable, and more efficient. Other SAFE initiatives include the Center for Critical Minerals Strategy that is dedicated to building secure, sustainable, and ethical mineral supply chains to meet the defense and manufacturing needs of America and its allies.
EU Legislative Interests
Support policies and provide comments on: Mobility as a Service directive, Multimodal Digital Mobility Services regulation, European mobility data space, Regulatory sandboxing for new mobility applications, Related emissions standards and regulations, Alternative Fuels Infrastructure Directive, Horizon 2020, Horizon Europe, Fit for 55, End of life vehicle recycling, Autonomous Vehicle liability, Vehicle classification and design standards, Infrastructure for cooperative, connected and automated mobility (CCAM), Fuel economy and emissions standards, Digital free trade agreements and Neutral freight data exchange standards, Critical Raw Material Act, Net-Zero Industry Act, Digitalization and electrification of freight, Corporate Sustainability Due Diligence Directive, Energy Security Strategy, Electricity Market Design, and trade policy such as tariffs.
Communication Activities
Publish issue briefs, op-eds and reports, provide comments on legislative actions, participate in expert panels and conduct webinars with partners related to topics highlighted in the previous section. Events - ReMo hosted a discussion in London for industry, regulators and think-tank participants on how 21st-century mobility innovations can influence climate policy frameworks to achieve broader emissions reductions across the transportation sector. (June 2024) - SAFE hosted events on the sidelines of major conferences including the Minerals Investment Network for Vital Energy Security and Transition (MINVEST) and the Mineral Security Partnership (MSP) roundtable on the sidelines of the Munich Security Conference. SAFE brings together prominent military and business leaders to develop and advocate for policies that improve energy security by significantly curtailing our dependence on oil and promoting the responsible use of our domestic energy resources. SAFE relies on the knowledge and experience of retired military officers, Fortune 500 CEOs, and its expert staff to produce high-quality, fact based analysis and policy recommendations for lawmakers, regulatory agencies, and the public. In addition, SAFE and/or its initiatives convene the Energy Security Leadership Council, Coalition for Responsible Mineral Competitiveness and the Electrification Coalition Business Council. The European Institute for Energy Security (EIES) project was launched in 2023 by the SAFE Foundation and maintains independence from SAFE in its research and policy positions. EIES has an independent Transparency Registration since mid-2025.

SAFE does not receive any EU grants that are direct financial contributions from the European Union budget awarded to third-party beneficiaries engaged in activities that serve EU policies. The closed financial year also reflects the budget of the European Institute for Energy Security (EIES) project, which was launched in 2023 by the SAFE Foundation. EIES is independent of SAFE in its research and policy positions and as of 04/07/2025 has its own Transparency Register entry.
