Mission & Goals

CERONAV is a self-financed public national institution subordinated to the Romanian Ministry of Transport, set up in 1976 and designated as national body for the training of sea-going, river, port and offshore rig personnel. It currently provides over 200 courses, under STCW 2010, OPITO, GWO and EU Directive 2017/2397 for approximately 20,000 trainees per year including sea and river personnel, youth in search of a job in the maritime and inland navigation or people taking up professional reconversion. CERONAV facilities in Constanta include state-of-the-art simulators, a practical training campus (fire-fighting, boat-davits & rescue boats, training-pool, etc.), a new building including accommodation facilities and an EU co-funded Environmental Information Centre. CERONAV branch in Galati is specialized in training inland nautical personnel. CERONAV staff consists of 175 people, including senior trainers with a solid background and extensive experience on sea-going and inland vessels.

EU Legislative Interests

Directive (EU) 2017/2397 on the recognition of professional qualifications in inland navigation, repealling the Directives 96/50/CEE and 91/672/CEE Directive 2020/12 supplementing Directive (EU) 2017/2397 of the European Parliament and of the Council as regards the standards for competences and corresponding knowledge and skills, for the practical examination, for the approval of simulators and for medical fitness
