Mission & Goals

RFF’s mission is to improve environmental, energy, and natural resource decisions through impartial economic research and policy engagement. At RFF, we envision a future where climate change no longer threatens our well-being and where smart environmental decisions help to uplift communities around the world. Our experts bring the brightest economic thinking to bear on our future, shaping many of the world’s most successful environmental decisions and policies over the past 70 years. Today, we’re applying our expertise to reduce emissions, build resilience, and solve the climate challenge.

EU Legislative Interests

Primarily EU environmental, climate, and energy policies. EU policies within the domain of the European Green Deal and successor frameworks in the future. International trade and climate policies related to the UNFCCC and WTO. Specific examples include the EU ETS, including ETS 2 and possible extension to other sectors; the EU Carbon Border Adjustment Mechanism; Industrial Carbon Management Strategy and the Carbon Removal Certification Mechanism. For energy and electricity: Electricity market design, Renewable Energy Directive, Energy Efficiency and Energy Efficiency for Buildings Directive. Transport: CO2 vehicle standards and sustainable fuels for aviation and maritime shipping. Policies related to industrial decarbonization, including the Net-Zero Industry Act, state aid rules and Critical Raw Materials Act, and initiatives addressing specific technologies such as hydrogen and carbon capture and storage, or biomass. RFF is a policy research organization, not an advocacy organization. Its researchers seek to primarily inform environmental, climate and energy policy decisions.

Communication Activities

RFF publishes its own research papers. The views in these publications only represent the views of the authors, not of RFF as a whole or of any partner of RFF. RFF also hosts a range of public and private events, issues press releases and engages with the press about its research, and hosts a blog and podcast series.

RFF is a founding member of the Global Climate Policy Partnership (GCPP). To help major economies and businesses achieve their climate neutrality objectives efficiently and inclusively, the GCPP offers an international network of leading economic and policy research institutes. Organisation Members

RFF is a co-founder of the European Institute on Economics and the Environment (EIEE), based in Milan, Italy. EIEE’s mission is to improve environmental, energy, and natural resource decisions through impartial economic research and policy engagement.
