Mission & Goals

Prekursor Foundation for Social Policy, is a non- governmental organization working in the field of human rights, public health and drug policy. It has been offering comprehensive support through stationery and outreach services in Warsaw and Gdansk. As a leading harm reduction organization in Poland and with a interdisciplinary team consisting of specialists and people with lived and living experience, it is reaching the largest number of recipients in the country. Prekursor initiates innovative interventions and good practices implementation and sets standards for working with key populations. The Foundation conducts research and educational activities, and reinforces initiatives engaging people who use drugs. It collaborates with national government institutions, local entities and NGOs. The Foundation cooperates with partner organizations in various EU projects and is a member of expert groups in harm reduction forums and networks on the European and global level.

EU Legislative Interests

At an international level, members of the Foundation have been representing civil society at the session of Commission on Narcotic Drugs in Vienna for last few years, including UNGASS in 2016, in The Civil Society Forum on Drugs in the EU (2013-2014), The HIV/AIDS Civil Society Forum, International Committee on the Rights of Sex Workers in Europe, among others. Undertaken initiatives and implemented projects of the Organisation are based on EU Drugs Strategy 2013-2020 objectives. The Organisation follows Third Health Programme (2014-2020) and Justice Programme 2014-2020. In 2017, as part of the 60th Session of the Commission on Narcotic Drugs, the Prekursor Foundation co-organized two side-events together with the National Bureau for Drug Prevention, Fondazione Villa Maraini and EMCDDA. The events were on comprehensive community-based HIV, Hepatitis C and tuberculosis prevention and drug demand reduction standards. The Prekursor Foundation participated in a panel on monitoring and implementation of quality standards at the European Harm Reduction Conference in Prague in 2021. The Foundation took part in the event at the CND in 2023, regarding support for refugees from Ukraine seeking access to treatment and harm reduction in Poland, co-organized by EHRA, Ministry of Health of Ukraine, Alliance for Public Health and Ukrainian Network of People Who Use Drugs (VOLNA). The Foundation took part in the event at the CND in 2026 on the issue of access to treatment and harm reduction in prison settings.

Communication Activities

For many years an informal coalition of NGOs and individuals has been organizing and taking part in all initiatives in the drug policy field in Poland, at the national and local level. At the beginning of this year, this informal group was transformed into the Foundation for Social Policy PREKURSOR, bringing on board all organisations and individuals involved in years-long work. Board members and policy council members of PREKURSOR are in the governing bodies of their organisations. Members of the coalition and organizations it represents have been closely collaborating with many government institutions and bodies in the field of drug policy. They played active role in the process which led to amendment in 2011. They initiated and took part in all actions aiming to reform treatment system in Poland – especially regarding access to harm reduction services, opioid substitution treatment and medical cannabis. We were involved in many actions regarding these issues – civil hearings in the parliament, social campaigns, conferences at the national and local level.
