Mission & Goals

The PN is the leading network of European Development Cooperation organisations with a public mandate, composed of 26 Members from 21 countries spanning across the continent, with the European Commission as an observer. The PN aims to enhance coherence and complementarity within the European donor community by fostering collaboration among organisations with a public service mission in development cooperation. The PN promotes an integrated, pluralistic and innovative approach to European development cooperation, implemented as efficiently as possible. It creates opportunities for synergies at the implementation level, facilitates the exchange of knowledge and experience among members, and provides feedback on European development policies from an implementation perspective, while strengthening the visibility and impact of its members.

EU Legislative Interests

The Practitioners’ Network facilitates the exchange of information and experience among European development cooperation organisations and provides feedback on EU development policies from an implementation perspective. In this context, the Network contributes expertise and lessons learned to key EU policy frameworks and legislative proposals shaping international partnerships and development cooperation. This includes the Team Europe Approach, the Global Gateway Strategy and its 360-degree approach, the Multiannual Financial Framework (MFF) 2021–2027 (the Neighbourhood, Development and International Cooperation Instrument - NDICI/Global Europe, the Instrument for Pre-Accession Assistance -IPA), the forthcoming MFF 2028–2034 (the– Global Europe Instrument), as well as thematic policies related to technical co-operation, gender, migration and fragility.

Communication Activities

The Practitioners’ Network carries out activities to share experiences and lessons learned from implementing development cooperation projects financed by the EU Commission and EU Member States. This includes producing position papers, organising events and meetings, and facilitating thematic, country or regional exchanges, and conducting field visits. These activities help members provide practical insights on EU policies and support dialogue and understanding between members and EU stakeholders.
