Mission & Goals

POLIS is a network of leading European cities and regions working together to develop innovative technologies and policies for local transport. Since 1989, European local and regional authorities and transport-related organizations have been working together within POLIS to promote sustainable mobility through deployment of innovative transport solutions. Our aim is to improve local transport through integrated strategies that address the economic, social and environmental dimensions of transport. To this end, POLIS supports the exchange of experiences and the transfer of knowledge between European local and regional authorities and transport-related organizations. POLIS fosters cooperation and partnerships across Europe with the aim of making research and innovation in transport accessible to cities and regions. The network and its secretariat actively support the participation of POLIS members in European projects and is itself a partner in several of those projects.

EU Legislative Interests

Legislative proposals and policies that may, directly and or indirectly, have an impact on, or support the advance of, the work of cities, regions and transport authorities in regard to sustainable transport innovation, including: - European Green Deal; - European Sustainable and Smart Mobility Strategy; - Urban Mobility Package; - Recovery and Resilience Facility; - Multiannual Financial Framework; - CEF - Connecting Europe Facility; - TEN-T Network - Horizon Europe - INTERREG - Smart Cities - Social Climate Fund - Environment and Health in Transport (Air Quality, EClean Mobility package: Clean vehicle directive, Alternative Fuel Infrastructure Directive, Euro 6 standards follow-up, Active Mobility, etc.) - Traffic Efficiency (ITS - Intelligent Transport Systems, CCAM - Cooperative, Connected and Automated Mobility, MaaS - Mobility as a Service, integrated ticketing, digital services in transport, etc.) - Access (UVAR - Urban Vehicle Access Restrictions, Parking, etc.) - Road Safety and Transport Security (GSR - General Safety Regulations, ISA - Intelligent Speed Assistance, Direct Vision for larger vehicles, lower speeds, capacity building, public procurement, etc.) - Governance and Integration (data sharing, Public Private Partnerships, governance of innovation, leadership for change, understanding and prevention or mitigation of negative externalities, gender perspectives on urban mobility, etc.); - Freight and Urban Logistics (Sustainable Urban Logistics Plans, integration with the TEN-T Network, etc.).

POLIS conduct various types of communication activities, including: - The POLIS Annual Conference; - The POLIS Political Group; - The POLIS Leadership Summit; - The POLIS Brussels Bubble Band; - Meetings of the POLIS Working Groups; - Conferences and webinars for EU-funded projects, other projects, and similar initiatives; - Publications for EU-funded projects and other initiatives; - Digital newsletters and news articles in its own website; - Posts in its own social media channels.

Organisation Members

POLIS Membership is open to all European (also non-EU) local and regional authorities including cities, provinces, and regions, as well as to their transport authorities, mobility agencies and local public transport organisations. "Associate Membership" is open to entities which are not eligible for full membership such as associations, research centres and universities with an interest in local and regional transport. Associate members do not take part in the internal decision-making process of POLIS and do not vote in the General Assembly. Non-European cities can become engaged in the network as associated members and link up with their European counterparts via the POLIS Global Platform.
