Policy Impact Partners (PIP) is a bespoke consultancy firm that supports companies, governments and regulators on connectivity and digital policy issues across all sectors. PIP brings together experts with the right experience, knowledge and international networks to help clients develop and promote policies that positively impact digital connectivity policy

Communication Activities

Work on Wi-Fi: Policy Impact Partners supports a multi company coalition to advocate for more licence-exempt radio spectrum to be made available for WAS/RLANs and to raise the importance of Wi-Fi in achieving EU connectivity goals. Companies are members of the Dynamic Spectrum Alliance, specifically Apple, Amazon, Meta, HPE, Cisco, Intel. In 2025 this also included Qualcomm. From 2026 Qualcomm is no longer funding this work. Sometimes the work involves organising and attending meetings with EU based regulators and national ministries to discuss EU policy and regulatory initiatives, the European Commission (DG CNECT), BEREC, and taking part in working groups of the European Conference of Postal and Telecommunications Administrations Administrations (CEPT) meetings (ECC and CPG) responding to public consultations, knowledge sharing, running workshops, attending events and monitoring regulatory developments. In the most recent financial year we have: - Supported industry to prepare a multi company response to the RSPG Public Consultation 'Draft Opinion on Long-term Vision for the Upper 6 GHz band'. - Shared relevant information on Wi-Fi developments as it may benefit the EU and support the case for Upper 6 GHz allocation to WAS/RLANS - Supported the sharing of an Open Letter by the Dynamic Spectrum Alliance and Wi-Fi Alliance regarding the importance of the upper 6 GHz band for use by WAS/RLANS and related media outreach. This was shared with DG Connect staff as well as to national representatives of the Radio Spectrum Policy Group (RSPG) - Sponsored and participated as panel moderators in the Forum Europe Spectrum Management Conference (June 2025) - organised a lunch event with Forum Europe (during FE Spectrum Management Conference) to present use cases for Wi-Fi - this was attended by national representatives members of RSPG. - Drafted and submitted a multi-company response on behalf of the industry coalition to the BEREC request for inputs on its Work Programme for 2026 - Taken part in the CEPT working groups SE45,PT1, FM 60 as technical and regulatory experts - Attended and moderated panel at Forum Europe D2D Space Seminar (June 2026) where European Commission representatives were on the panel - Attended European Space Forum In 2026 we have: - Provided comments and recommendations on the Radio Spectrum Policy Group (RSPG) Draft Work Programme for 2026 and beyond. (January 2026) - Attended 18th European Space Conference, Brussels (27-28th Jan) - Attended and sponsored Forum Europe Future Connectivity Summit, Brussels (18-19 Feb) - Attended (online) EU Space Act and Industrial Resilience event (19 Feb)

Member Of

Policy Impact Partners works closely with the Dynamic Spectrum Alliance and the Wi-Fi Alliance. We are a recently joined member of the Dynamic Spectrum Alliance and sometimes attend meetings on behalf of the President. We are not a member of the Wi-Fi Alliance. We also support Spectrum Management conferences held by Forum Europe and have provided some sponsorship of exhibition areas.

Additional Information

The coalition of companies work collectively on EU policy initiatives and Policy Impact Partners supports the work of the whole group but does not receive direct contracts or funding from all companies that are actively involved in the efforts. So for example if a Policy Impact Partners led consultation response refers to a list of companies, Policy Impact Partners may not have a direct contract with all of those companies but is supporting the combined industry co-ordinated response. As of 2026 Policy Impact Partners work with multiple companies will be funded by the Dynamic Spectrum Alliance
