EU Legislative Interests

PayPal is committed to engaging with policymakers and other market stakeholders with the aim to contribute to the continued development of safe and innovative online and mobile payments for the benefit of European businesses, consumers and SMEs. PayPal welcomes policy initiatives encouraging innovation in the EU and is fully supportive of regulatory efforts to build a comprehensive, inclusive and integrated EU digital payments market, ensuring competition and consumer choice. Particular attention is given to the following policy and legislative initiatives in the areas of payments, digital finance, financial crime, cybersecurity and tech & digital markets: - Proposal for a Regulation on payment services in the internal market (PSR) - Proposal for a Directive on payment services and electronic money services in the Internal Market (PSD3) - Regulation (EU) 2024/1183 as regards establishing the European Digital Identity Framework (eID) - Regulation (EU) 2023/1114 on markets in crypto-assets (MICAR) - Regulation (EU) 2024/1624 on the prevention of the use of the financial system for the purposes of money laundering or terrorist financing (AMLR) - Directive (EU) 2024/1640 on the mechanisms to be put in place by Member States for the prevention of the use of the financial system for the purposes of money laundering or terrorist financing (AMLD6) - Regulation (EU) 2024/1620 establishing the Authority for Anti-Money Laundering and Countering the Financing of Terrorism (AMLAR) - Regulation (EU) 2022/2554 on digital operational resilience for the financial sector (DORA) - Regulation (EU) 2024/1689 laying down harmonised rules on artificial intelligence (Artificial Intelligence Act – AI Act) - Regulation (EU) 2022/2065 on a Single Market For Digital Services (Digital Services Act - DSA) - Regulation (EU) 2022/1925 on contestable and fair markets in the digital sector (Digital Markets Act - DMA)
