Mission & Goals
MNPQ Consulting is a Brussels-based boutique advisory supporting organisations working at the intersection of sustainability, climate action and international development. We help clients connect research, policy and practice through: (1) strategic communications and stakeholder engagement; (2) partnerships and resource mobilisation; and (3) policy and advocacy support. Our work focuses on practical delivery—turning complex policy and technical issues into clear narratives, engagement strategies, and decision-ready products for EU institutions, international organisations, NGOs and research-for-development actors. We operate across Europe and globally, with frequent engagement of stakeholders in the Global South, and we collaborate with trusted associate experts when specialist capacity is required.
EU Legislative Interests
European Green Deal and related files, including Fit for 55 and climate/energy transition initiatives; EU climate, environment and biodiversity policy; EU sustainable finance/transition frameworks where relevant to client work; Common Agricultural Policy (CAP) reform and sustainable food systems policy; Horizon Europe and EU research & innovation policy, including science–policy interfaces; EU Development Policy and Global Gateway / external action priorities, including international partnerships and financing for sustainable development; Multiannual Financial Framework (MFF) negotiations and related budget priorities; transport decarbonisation files including ReFuelEU Aviation and FuelEU Maritime.
Communication Activities
MNPQ Consulting designs and delivers communication and stakeholder engagement approaches linked to EU policy and funding processes (e.g., Green Deal/Fit for 55, CAP, Horizon Europe, MFF, EU development policy, and transport decarbonisation files). Typical activities include stakeholder mapping and engagement planning; drafting and editing of narratives, briefings, policy positioning, and public-facing communications; facilitation of consultations, workshops and multi-stakeholder dialogues; and development of communication products (presentations, talking points, messaging frameworks and campaign materials) to support evidence-based engagement. Engagement may involve contact with EU institutions and bodies depending on the assignment, including the European Commission (relevant DGs), the European Parliament, the Council/rotating Presidencies, and advisory bodies such as the EESC and CoR, as well as participation in open consultations, events and policy discussions. Activities are carried out on behalf of clients and/or to support transparent, informed dialogue around the EU policy files listed above.
