Mission & Goals
Pacific Environment confronts our most urgent environmental issues by connecting local and global movements, catalyzing policy change, and inspiring action for the benefit of people and our planet. Together, we promote a healthy climate, reduce pollution and conserve biodiversity for an equitable and thriving future. Our goal is to host 2 conversations between California delegates from regulatory agencies and port authorities for June 15th - 20th with two EU offices- European Commission | DG MOVE (Directorate-General for Mobility & Transport) and European Commission | DG CLIMA (Directorate-General for Climate Action.)
EU Legislative Interests
We understand that the EU holds observer status at the IMO through the European Commission, which participates in IMO meetings and coordinates EU positions with Member States—who are individual members of the IMO. Pacific Environment (PE) holds consultative status with the IMO and regularly participates in its meetings to support the development of international maritime climate frameworks. These efforts often intersect with the EU’s climate and maritime policies, particularly in the areas of: - The EU Emissions Trading System (ETS) - The Monitoring, Reporting, and Verification (MRV) regulation - FuelEU Maritime Regulation These are the primary areas where our policy work aligns with and influences EU legislative or regulatory frameworks.
Communication Activities
Pacific Environment has engaged in targeted, policy-focused outreach with European Union institutions through a combination of in-person briefings, stakeholder convenings, and ongoing dialogue connected to our clean shipping advocacy and our consultative status at the International Maritime Organization (IMO). During the summer, Pacific Environment organized and led a Clean Shipping Tour across Europe, convening meetings and briefings with EU policymakers, institutional stakeholders, civil society organizations, and technical experts to discuss maritime decarbonization pathways, international regulatory alignment, and the role of ports and shipping in achieving climate and public health goals. These engagements included direct exchanges with EU-level stakeholders and Member State representatives on policy approaches related to zero-emission shipping, fuel standards, and implementation challenges. In parallel, Pacific Environment regularly engages EU institutions and representatives through our consultative status at the IMO. This status enables us to participate in IMO meetings, side events, and informal consultations where EU officials and delegations are present, providing opportunities to share analysis, elevate best practices from European and California-based clean shipping initiatives, and contribute to discussions on global maritime emissions frameworks. Through these interactions, we have facilitated information exchange between EU institutions, national delegations, and non-governmental stakeholders on emerging regulatory approaches and technology readiness. Collectively, these outreach activities have focused on policy dialogue, knowledge sharing, and coordination between EU institutions and international partners, with the goal of advancing coherent, ambitious, and implementable clean shipping policies at both the regional and global levels.
