Mission & Goals
Oxygen for Democracy (Oxygono) is a non-profit, non-governmental organization founded in 2014 and based in Cyprus. Its mission is to improve the policy-making process in the country, making it more participatory, transparent, and scientific. The organization brings together people from different backgrounds and is governed by a five-member board of directors, a ten-member executive committee, and various advisory bodies. The organization does not express any particular opinion. Its idea and vision Oxygen for Democracy is greater than any individual who participates in its activities. Oxygen for Democracy provides a platform for different opinions to be heard. Beyond the various projects in which Oxygen for Democracy participates regarding the improvement of democratic institutions, its main task is to provide a platform for different opinions to be heard. In addition to the various projects in which it participates, there is also Nomoplatform.
EU Legislative Interests
Rule of Law Oxygen for Democracy engages with EU initiatives aimed at safeguarding judicial independence, combating corruption, and strengthening accountability mechanisms across Member States and neighbouring countries. The organisation contributes to discussions and monitoring related to the EU Rule of Law Mechanism, the Annual Rule of Law Report, and measures under Article 2 TEU that uphold democracy, human rights, and good governance. Peacebuilding The organisation supports EU efforts in conflict prevention, dialogue facilitation, and peace consolidation, particularly within the framework of the Common Foreign and Security Policy (CFSP) and NDICI – Global Europe. Activities include advocacy and research that inform EU approaches to reconciliation, transitional justice, and resilience in fragile or post-conflict contexts. Democracy Oxygen for Democracy contributes to EU policy debates and programmes that promote participatory governance, civic engagement, and protection of democratic institutions. This includes engagement with the European Democracy Action Plan, the EU Action Plan on Human Rights and Democracy, and initiatives supporting civil society, electoral integrity, and media freedom within the EU and its partner countries. Transparency The organisation advocates for greater openness, ethical standards, and public access to EU decision-making processes. This involves contributing to discussions on the EU Transparency Register, anti-corruption strategies, and the Better Regulation Agenda, with the goal of strengthening accountability and citizen trust in EU institutions.
Communication Activities
Oxygono implements a range of communication and outreach activities promoting the EU’s core values of democracy, rule of law, peacebuilding, and transparency. These include organising the Cyprus Forum, a high-level annual platform for policy dialogue on governance, social justice, and regional peace. The organisation also produces Cyprus Forum Policy Reports that analyse policy trends and provide recommendations aligned with EU priorities. Additionally, Oxygono contributes to the EU Rule of Law Report (country chapter) and participates in EU-funded projects that promote civic engagement, institutional accountability, and democratic participation across Europe.
