Mission & Goals
Ordem dos Psicólogos Portugueses - OPP (Portuguese Psychologists Association) is the public professional association which represents and regulates the practice of psychology professionals who, in compliance with the rulings of the Statute and the applicable legal provisions, practice professionally as psychologists in Portugal (as defined in Portuguese Law 57/2008, as amended by the Laws 138/2015 and 72/2023). OPP is national in scope. OPP is the only institution responsible for the regulation of Psychology in Portugal. It represents all the psychologists, having more than 29.000 registered professionals. Membership is mandatory. OPP is the Portuguese authority for professional recognition regarding the European professional mobility directive. Communication Activities
OPP promotes a series of initiatives, projects, and communication campaigns on topics related to: psychological health literacy, psychology as a science, mental health, well-being, poverty and inclusion, Climate Crisis and Sustainability peace, work, and education. Some examples are: • www.eusinto.me - a resource portal promoting psychological health literacy and well-being, targeting the general population and including specific segments for professionals and decision-makers; • www.maisprodutividade.org - on promoting Healthy Workplaces; • https://www.ordemdospsicologos.pt/pt/p/cienciacomevidencia Psychology, Science with Evidence, a campaign aimed at promoting literacy to safeguard public health and citizens' interests. • https://finalapobreza.pt/ - End Poverty project, aiming to strengthen the contribution of psychological science and the profession in fulfilling the Sustainable Development Goals, especially the goal of eradicating poverty. It develops a strategy proposal, with contributions organized into 4 dimensions: for the Profession; for Civil Society; for Decision Makers; and within the scope of National and International Cooperation. • https://escolasaudavelmente.pt/ - on promoting psychological health in educational contexts; • https://www.comunidadesproenvelhecimento.org/ Pro-Aging Communities, a campaign aimed at Local Administration, the seal aims to recognize and distinguish Portuguese communities whose policies, programs, strategic plans, and practices demonstrate a strong and effective commitment to promoting healthy and successful aging throughout the entire life cycle.; • https://www.ordemdospsicologos.pt/pt/p/psicologia-construir-a-paz Psychology: Building Peace - where OPP aggregates contributions and resources related to the crisis associated with the War in Ukraine. We have made and event in partnership with MEP in 2019 at the European Parliament, called Psychology Day at EU institutions and we publish the report.

Organisation Members
OPP represents all the psychologists in Portugal, having more than 29.000 registered professionals. Membership is mandatory. OPP is the Portuguese authority for professional recognition regarding the European professional mobility directive. OPP, as defined in Law, aims to scrutinize the exercise and access to the profession of psychologist; to develop their technical and ethical standards, to promote the professional development of Psychologists and to exercise disciplinary power over its members, as part of an independent disciplinary system. OPP defend the general interests of its users and represents the general interests of the profession. OPP collaborates with other Public Administration bodies and participate in the creation of legislation relating to the profession. Another role is the promotion of professional accreditation processes and in the assessment of courses providing access to the profession. Bodies: Board - is comprised of 9 members, whereby the President and 2 members are executive members. Assembly of Representatives - is comprised of 50 Psychologists (non-remunerated). Supervisory Board - is independent in the exercise of its functions, ensures the legality of the activities carried out by OPP`s bodies, and exercises oversight powers, particularly in matters related to the regulation of the profession. It is composed of five voting members, as follows: a) Two members with active registration in OPP; b) Two members from higher education institutions that academically qualify for access to the profession, not registered in OPP; c) One member co-opted by the members referred to in the previous points, by absolute majority, who is a person of recognized merit, with relevant knowledge and experience for OPP's activity, not registered in OPP. Judicial Committee -is comprised of 5 to 11 Members, Psychologists and non-phychologists, meets regularly to analyse cases and in hearings regarding psychologists.
