Optima Communication is a Tirana-based company established in 2006, offering strategic communication, ICT systems, and EU project development services. Its remit includes EU visibility campaigns, smart digital platforms, and consulting on sustainability and energy-related communication. Led by Administrator Elton Rama, certified in energy auditing, project management, and cybersecurity, Optima actively supports the green transition, stakeholder engagement, and digital governance. The company contributes to EU-funded initiatives (IPA, Interreg, Horizon) by combining technical expertise with inclusive communication to advance renewable energy, ICT transformation, and climate-aligned development in Albania and the Western Balkans.

Communication Activities

ENERGY & CLIMATE Energy Efficiency Campaign–Agjencia për Efiçencën e Energjisë (2023–2024) Awareness-raising and training campaign on energy saving in housing, transport, and industry. Deliverables included visual content, reports, and workshops, aligned with the Energy Efficiency Directive and European Climate Law. Public Communication & Branding–KESH (2023–2024-2025) Promotional materials and stakeholder engagement tools developed for Albania’s state-owned energy producer. Aligned with the Energy Market Regulation and Climate Law to support energy transition messaging. OST -PowerFactory Platform Visibility (2025) Supported the deployment of DIgSILENT PowerFactory for the Albanian Transmission System Operator (OST) with strategic communication on smart grid systems and digitalization of the energy sector. COMMUNICATION, SOCIAL INCLUSION & TOURISM TO BE READY Project–Ministry of Defence (2022) Created and implemented the full communication strategy for an Interreg IPA CBC project on civil protection. Included animated videos, leaflets, infographics, and messaging aligned with the EU Civil Protection Mechanism. EU4Municipalities (NALAS Albania) Designed EU-branded promotional materials (USBs, tote bags, roll-ups) to promote decentralization and local governance visibility in line with NDICI and Cohesion Policy requirements. FITUR Madrid 2025 & ITB Berlin 2025–Ministry of Tourism Developed concepts, visuals, and audio-visual materials for Albania’s national stands at major EU tourism expos. These supported EU’s tourism strategy and external cultural promotion objectives. Digital Nomad Festival–Municipality of Tirana (2024) Complete creative concept and campaign strategy for an international digital workforce event aligned with the EU Data Strategy and innovation frameworks. DIGITAL, ICT & ACCESSIBILITY Website Maintenance–High Judicial Council (2023–2024) Maintenance and optimization of the judiciary’s digital portal in line with the Single Digital Gateway Regulation and accessibility standards. Mobile Application Development–Albanian Telegraphic Agency&Consumer Protection Agency Designed and delivered public-facing apps with animated content, news access, and user tools, ensuring compliance with the EU Web and Mobile Accessibility Directive. SASPAC Projects–Greece–Albania IPA CBC Consultancy and communication concept development for circular economy, waste management, and smart cities, aligned with Interreg and cohesion communication principles. EDUCATION & PRE-ACCESSION SUCCESS Project–Epoka University (Erasmus+ CBHE) Supplied ICT equipment and software tools for university–enterprise cooperation in Albania, as part of a visibility and modernization effort under Erasmus+. Fushë-Arrëz & Mirditë–ICT Procurement for Municipalities (IPA III) Supplied EU-compliant ICT equipment for digital transformation in rural governance, aligned with IPA III and Common Provisions Regulation. OC engaged with EU via contracts, programmes, and visibility under IP.The outreach has included: 1.Implementation of communication strategies under EU-funded projects (e.g. TO BE READY – Interreg IPA; Energy Efficiency Awareness Campaign – IPA) 2.Direct collaboration with national authorities (Ministry of Defence, Ministry of Tourism, OST, KESH, KLGJ, municipalities) on communication activities funded by the EU 3.Delivery of EU-branded promotional and visibility materials in compliance with EU Communication and Visibility Guidelines (e.g. EU4Municipalities, FITUR/ITB events, UNOPS/EU4Culture) 4.Support to EU-coordinated public events and campaigns, including stakeholder meetings, educational workshops, and public engagement on EU-aligned reforms 5.Development of digital tools (websites, mobile applications) enhancing transparency and access to EU-funded services 6.Consultancy for the preparation of communication content for projects co-funded by the EU and implemented by Albanian beneficiaries in energy, ICT, environment, and education sectors.
