OFFICE 1 KOSOVA SH.P.K. is the leading brand in the office and school supply market in Kosovo. With over 19 years of consolidated experience, the company provides comprehensive solutions – from physical products to fully customized printing services. In total 7000 m2 area, in the past three years, the company has generated a turnover exceeding €13 million. OFFICE 1 KOSOVA cooperates with over 150 international brands, including prominent European manufacturers such as: Fedrigoni Italy (with over 750 years of papermaking heritage), Radeče Paper Slovenia, Colop Austria, GO Europe Germany, MediaRange Germany, and many others. In 2023–2024, the company launched two of its own brands: HAS – for office stationery and consumables SONNE – for school supplies and art materials These strategic decisions led to outstanding sales growth, positioning the company as a market leader in the local industry. EU Legislative Interests
Office 1 Kosova SH.P.K. is strongly aligned with key European Union policies and legislative priorities that support environmental sustainability, digital innovation, SME competitiveness, and industrial modernization. Our ongoing investment strategy addresses the following EU frameworks: 1. European Green Deal & Circular Economy Action Plan We are committed to becoming a green and resource-efficient enterprise by implementing the following actions: Construction of energy-efficient production and retail facilities, meeting EU construction and insulation standards. Installation of solar panel systems to cover a significant portion of energy needs with renewable sources. Replacement of fuel-based logistics with electric vehicles and electric trucks, supported by on-site charging infrastructure. Implementation of electric-powered machinery across production lines, drastically reducing emissions and dependency on fossil fuels. Adoption of eco-design standards, recyclable materials, and packaging with reduced environmental impact. 2. Industrial Modernization through Advanced and Green Production Lines To meet EU industrial and sustainability goals, we are investing in modern, automated lines with high energy efficiency and digital integration: Textbook production line – for large-volume printing, binding, and packaging of schoolbooks in line with national curriculum and EU eco-printing standards. Notebook (exercise book) production line – with complete automation from printing to stitching and packing, using FSC-certified paper. Label (A4 adhesive and roll) production line – allowing high-precision production of labels with minimal material waste. Lever arch file (binder) production line – enabling import substitution with recyclable, branded filing systems produced locally. Thermal paper roll production line – for fiscal receipts, POS, and banking, with low energy usage and regional supply capacity. Digital book printing line – for short-run and customized book printing with high-quality digital output and low energy consumption. Digital printing line for brochures, flyers, and catalogues – targeting the commercial print market with fast turnaround and energy-efficient devices. Transport packaging production line – for branded boxes and custom packaging solutions to serve logistics, retail, and e-commerce industries. All production systems will rely on energy-efficient machinery from leading European manufacturers and will be installed in a layout that optimizes internal logistics and material flow. 3. SME Growth and Competitiveness As a leading SME in Kosovo with regional partnerships, our investments support the EU’s SME policy goals. Through digital transformation, automation, and brand development (HAS and SONNE), we enhance competitiveness, job creation, import substitution, and economic resilience in line with EU market standards. 4. Creative Europe Programme & Education and Training 2021–2027 Through our Altera bookstore network and in-house publishing capability, we support access to books, literature, and educational content for youth, students, and readers of all ages. Our production lines enable rapid publishing of local content and customized educational materials, contributing to lifelong learning and cultural participation. 5. Product Safety and Consumer Protection Directives We ensure that all products distributed or manufactured under our name comply with the relevant EU directives on product safety, CE certification (where applicable), labeling, and consumer rights.
Communication Activities
Green Transition Awareness Campaigns We regularly communicate our green initiatives—including the installation of solar panels, transition to electric vehicles, and adoption of energy-efficient production equipment—via targeted digital campaigns, social media content, in-store materials, and informative customer communication. These efforts raise public awareness and client engagement around the EU Green Deal and Circular Economy principles. Educational Outreach and Publications Through our Altera bookstore network, we host school-based events, curate educational publications, and organize reading campaigns aimed at promoting literacy, inclusion, and lifelong learning. These actions align with the goals of the Creative Europe and Education and Training 2021–2027 programmes. Participation in Trade Fairs and Business Forums We actively participate in local and regional trade fairs, educational expos, and publishing events, where we present innovations in sustainable printing, eco-certified products, and EU-compliant production lines. These platforms enable visibility, cooperation, and stakeholder dialogue on EU-aligned practices. Client Communication and Catalogues Our detailed catalogues—distributed in print and digital formats—clearly communicate product certifications such as CE marking, FSC-certified paper, EU-origin production, and eco-friendly packaging, helping clients make informed and responsible choices. Membership in Kosovo Chamber of Commerce and Industry As an active board member within the Kosovo Chamber of Commerce and Industry, Office 1 Kosova contributes to shaping national strategies related to Environmental, Social, and Governance (ESG) standards. Through this platform, we advocate for the adoption of sustainable business practices across the private sector, sharing our experience in energy efficiency, clean production, and green procurement. CSR and Community Engagement Our corporate social responsibility efforts include environmental education programs, book and supply donations to under-resourced schools, and support for NGOs and civil society initiatives aligned with EU values, including inclusion, education, and environmental care. Digital Platforms as Communication Channels Our websites – www.alteramall.com and www.alterabooks.com – serve as central hubs for communication and awareness. We utilize these platforms to promote EU-compliant practices, share blog posts on sustainable innovation, and highlight our compliance with green and safety regulations.

Office 1 Kosova SH.P.K. is an active and contributing member of several national and regional business organizations. We hold an official board position within the Kosovo Chamber of Commerce and Industry, through which we actively participate in the advancement of SME policies, ESG (Environmental, Social and Governance) standards, and sustainable economic development in Kosovo. Additionally, we are a registered member of the Kosovo Chamber of Economy, further reinforcing our role in national economic dialogue, private sector growth, and public-private partnerships. Beyond formal memberships, 150 international brands, our company maintains strong business connections with regional partner networks across the Western Balkans. These include strategic commercial and export partnerships with: Ponir (North Macedonia), Statovac (Serbia and Bosnia & Herzegovina), and Jumbo (Albania and Montenegro). These partnerships enable efficient cross-border cooperation and market expansion, and align with EU priorities for regional integration and trade facilitation. We are also proud to collaborate with and contribute to a variety of donor-funded initiatives and development organizations that promote inclusion, capacity building, and business innovation. Notably, we have been involved in and supported: GIZ Germany programs focused on vocational education, inclusion of persons with disabilities in the labor force, and minority integration in the private sector; World Bank projects, including CERP (COVID-19 Emergency Response Project) and MGP (Municipal Growth Project), aimed at post-crisis SME recovery and municipal capacity building; DeveLux, through initiatives on workforce empowerment, skill development, and digitalization; Caritas Kosovo, by supporting social inclusion programs and community-based entrepreneurship. In addition to programmatic cooperation, Office 1 Kosova has supported local NGOs, schools, and awareness campaigns through sponsorships, in-kind contributions, and joint events. Examples include: Breast cancer awareness campaigns focused on early detection and women’s health, Support for literacy initiatives and educational access through our bookstore network Altera, Sponsorship of student competitions and school material donations, and awareness and engagement activities that promote EU values such as inclusion, green transition, and education. As a company, we hold multiple written recognitions and reference letters from public institutions, international organizations, and business partners, acknowledging our professional standards, reliability, and social engagement. We are also certified with ISO 9001:2015 (Quality Management) and ISO 14001:2015 (Environmental Management), demonstrating our compliance with international standards and commitment to sustainable business practices. These certifications reflect our internal governance structure and alignment with the transparency and accountability principles upheld by EU-funded programs. In terms of long-term vision, Office 1 Kosova aims to continue expanding its role as a responsible regional player by investing in: modern infrastructure aligned with EU energy efficiency and construction standards, renewable energy systems (solar power integration), and advanced printing and packaging machinery in accordance with the EU Green Deal and circular economy principles. Our goal is to become the leading exporter of paper and cardboard-based products in the Western Balkans, with a strategic focus on expanding into EU markets through sustainable production and high-quality service delivery. Through all these memberships, partnerships, and contributions, Office 1 Kosova SH.P.K. demonstrates an ongoing and meaningful alignment with European Union values and frameworks, and remains fully committed to contributing to the economic, social, and environmental development of the region.

Office 1 Kosova SH.P.K. is a privately owned company and does not have individual or corporate members. However, we maintain strong affiliations with strategic sale regional partners in North Macedonia (Ponir), Serbia and Bosnia (Statovac), and Albania and Montenegro (Jumbo). We also collaborate closely with over 150 international brands and manufacturers. A list of key partners and affiliated brands is available upon request or can be found on our website.
Additional Information
The estimated annual costs of €15,000–25,000 reflect our company’s active engagement in EU-aligned activities, including participation in promotional events, policy-related discussions, awareness campaigns, and preparation of project applications. These costs also cover cooperation with donor-funded programs (GIZ, World Bank, EBRD), strategic communication with stakeholders, and technical consultancy for ESG integration and green transition. Office 1 Kosova SH.P.K. is committed to maintaining high levels of transparency and compliance with EU standards. As a growing regional SME with strong operational capacity, we invest in sustainable production, clean energy, inclusive employment, and digital transformation. Our future objectives are focused on becoming a major regional exporter to EU markets while maintaining full alignment with the EU Green Deal, SME competitiveness policies, and circular economy principles. We acknowledge the low cost estimate relative to the staff number. This is because our interest representation activities (such as awareness-raising, participation in information events, or engagement with EU-aligned programs) are handled internally, by existing staff, without hiring external consultants or lobbyists. Additionally, most activities are integrated into our daily operations, and we do not maintain a separate office or department for lobbying purposes. Travel and publication costs are minimal, as we primarily engage digitally and locally. Should our engagement intensify in future, we will revise our estimate accordingly.
