Mission & Goals
Promoting the development of commercial relations between Norway and Romania. NOROCC is an independent, non-profit association, with funding mainly from donations and membership fees. It has been established in April 2010, having the Mission to strengthen the quality of Norwegian-Romanian business relations. Its Vision is to create economies of scale that bring down costs for Romanian and Norwegian companies, by bringing businesses together around efficiency. NOROCC’s Objectives are to promote the development of commercial relations between Norway and Romania and to provide the highest standards of business services.
EU Legislative Interests
Agreement on the European Economic Area (EEA Agreement), in particular provisions on free movement of workers and persons (Articles 28–30) Agreement between the European Union, Iceland, the Principality of Liechtenstein and the Kingdom of Norway on an EEA Financial Mechanism for the period May 2021–April 2028 Agreement between the Kingdom of Norway and the European Union on a Norwegian Financial Mechanism for the period May 2021–April 2028, and its implementing Regulation adopted on 16 January 2025 EEA Grants Regulation on the implementation of the EEA Grants 2021–2028 EU policies on bilateral economic cooperation between EEA/EFTA states and EU Member States, including cohesion and regional development objectives
Communication Activities
The Norwegian-Romanian Chamber of Commerce (NOROCС) carries out the following communication and representation activities in relation to the above policies and instruments: 1. Advocacy and legal representation before EU/EEA institutions In 2021, NOROCС jointly lodged a formal complaint with the EFTA Surveillance Authority (ESA) against Norwegian authorities regarding COVID-19 entry restrictions that disproportionately affected Romanian citizens and companies operating under the EEA Agreement's free movement provisions. ESA confirmed a violation of the EEA Agreement by Norwegian authorities. 2. Events and webinars for members NOROCС organises events facilitating bilateral Norwegian-Romanian business cooperation within the EEA framework, including webinars on cross-cultural business communication targeting members active under EEA and Norway Grants programmes. These events bring together Norwegian companies active in Romania, Innovation Norway representatives, Romanian Ministry of European Funds officials, and EEA/Norway Grants stakeholders. 3. Member information and networking NOROCС informs its members on developments in EEA/Norway Grants funding opportunities and regulatory changes affecting Norwegian-Romanian business relations, through its network (Norteam) and in coordination with the Royal Norwegian Embassy in Bucharest.

Organisation Members
NoroCС's membership consists of 21 members, comprising 19 legal entities (companies registered in Romania and/or Norway) and 2 individual members (active in tourism and manufacturing respectively). In addition, 13 organisations and individuals are currently in the process of adhering to NoroCС as members, spanning sectors such as IT and software development, environmental materials, decorative plant cultivation, naval construction, mineral water production, wine, metal construction, IT hubs, consultancy, and human rights promotion. This reflects the active growth of the chamber's network across both Romanian and Norwegian business communities.
Additional Information
The initial estimate of costs was revised following the Secretariat's observations. The updated annual cost estimate for interest representation activities covered by the Register falls within the range of €100,000. This estimate includes staff costs (proportional to the time allocated to EU interest representation activities), office costs (€12,000/year), and a proportional share of operational costs including travel, events and communications directly related to EU institutional engagement. It should be noted that NOROCС is a bilateral chamber of commerce with a limited volume of direct EU-level interest representation activities per year. Board members are not employees of the organisation and their time is therefore not included in staff cost calculations. The frequency of EU-level engagement is moderate, reflecting the specific and targeted nature of the organisation's advocacy activities related to EU funds and cohesion policy.
