EU Legislative Interests

NGO E-TEAM targets and facilitates the implementation of the following key EU legislative frameworks, prioritizing the deep thermal modernization of the residential sector and municipal energy transition in Ukraine: Energy Performance of Buildings Directive (EPBD) & EU Renovation Wave: Advocating for and implementing deep thermal modernization of multi-family residential buildings (OSBBs) to reduce GHG emissions and alleviate energy poverty. Energy Efficiency Directive (EED): Supporting municipalities in establishing robust energy management systems and developing Municipal Energy Plans (MEPs) in compliance with EU standards. Governance of the Energy Union Regulation: Promoting transparency, digitalization, and mandatory open data conditionality for publicly funded energy efficiency investments. Renewable Energy Directive (RED II) & EU LIFE Programme: Fostering decentralized renewable energy solutions by participating in consortiums to pilot "One-Stop-Shop" models for energy communities.

Communication Activities

Awareness Campaigns & Advisory Events: Conducting targeted public communication campaigns and continuous advisory sessions for citizens regarding residential energy efficiency and thermal modernization (within the GIZ partnership / BK-B initiative). Expert Workshops & Training Seminars: Organizing regional capacity-building events, training seminars, and stakeholder dialogues for local self-governments to promote the implementation of Municipal Energy Plans (MEPs) and EU energy governance standards. Dissemination & Public Engagement: Hosting expert forums, publishing methodological materials, and conducting awareness campaigns to promote decentralized energy solutions and "One-Stop-Shop" advisory models for renewable energy communities (under the EU LIFE ECOss project). Policy Publications & Direct Feedback: Publishing analytical briefs, position papers, and submitting evidence-based feedback on energy transition policies via the EU 'Have Your Say' public consultations portal to influence national and European climate action.

Member Of

EU LIFE Programme Consortium: Member of the international project consortium for LIFE-CET-ECOss (Energy Community One-Stop-Shops Facilitation Hub), working alongside European municipal agencies and energy experts. Strategic Partnerships: We maintain operational partnerships with international implementation agencies, including GIZ (specifically under the residential energy efficiency support programs) and UNIDO (for municipal energy planning). National Stakeholders: We closely cooperate with the State Energy Efficiency Fund of Ukraine.

Organisation Members

NGO E-TEAM is an expertise-driven organisation built upon a unified team of regional advisors and technical experts. Our structure includes: Multidisciplinary Expert Team: A specialized pool of consultants who possess integrated competencies in engineering (energy auditing), law (HOAs legislation), and municipal management. These experts act as the "institutional memory" and a "practical bridge" for energy efficiency in Ukraine. Integrated Implementation Model: Our members simultaneously perform high-level advisory roles and hands-on project facilitation, ensuring that Municipal Energy Plans (MEPs) and residential modernization programs are effectively adapted to local realities and community needs. Strategic Partnerships: We operate as a trusted implementation partner for international institutions (EU LIFE, GIZ, UNIDO) and national bodies, ensuring that European standards are integrated into local infrastructure and recovery projects. Additional Information

NGO E-TEAM functions as a national expertise-driven implementation hub. In 2025, our budget primarily reflected large-scale operational contracts for socially useful works in partnership with the State Employment Center (€24,465) and professional advisory for local authorities on Municipal Energy Plans (€1,867).
