Mission & Goals

NGO AKTIV was founded in 2009 in North Mitrovica to strengthen civil society, advance the rights of non-majority communities, particularly Kosovo Serbs, and promote inclusive governance and dialogue across Kosovo. Over the years, AKTIV has evolved into a respected Kosovo-wide organization combining community engagement, policy research, advocacy, and dialogue facilitation. The organization focuses on bridging gaps between communities and institutions, supporting citizen participation, interethnic cooperation, and evidence-based policymaking. AKTIV actively engages with local, regional, and international stakeholders, including diplomatic and policy communities in Pristina, Brussels, and Washington. Its work is structured around three pillars: advocacy and policy influence, dialogue and confidence building, and citizen empowerment and engagement, with a strong focus on youth and women.

EU Legislative Interests

Overall objective of the visit: To engage EU institutions and key stakeholders on strengthening implementation and societal ownership in the Kosovo–Serbia normalization dialogue, drawing on the joint civil society proposals developed through a sustained Kosovo–Serbia peacebuilding process. The visit aims to reposition civil society as a partner in implementation, prevention, and communication, not merely a consultative actor.

Communication Activities

Key messages to interlocutors 1. The normalization dialogue risks stagnation if it remains reactive and crisis driven rather than implementation focused. 2. Societal ownership is not an add on but a condition for sustainability and credibility. 3. Civil society can contribute tangibly to implementation tracking, early warning, community level dialogue, and public communication, if engagement is structured and predictable. 4. Enlargement credibility and normalization are intertwined; lack of progress in one undermines the other.

Member Of

Empirika Advocacy Platform AKTIV leads the Empirika Advocacy Platform, which produces data-driven analysis, research, and advocacy on key political, social, and institutional issues affecting the Kosovo Serb community. Forum for Integrity and Information AKTIV is a member of the Forum for Integrity and Information, contributing to initiatives focused on transparency, accountability, public information, and democratic governance. Regional and National Civil Society Networks Through participation in various civil society networks, AKTIV strengthens cooperation between local communities, policymakers, media, civil society actors, and international stakeholders across the Western Balkans.

Organisation Members

NGO AKTIV is not a membership-based organization. However, it is affiliated with and actively participates in several civil society platforms and networks, including the Kosovo Civic Alternative, Empirika Advocacy Platform, Forum for Integrity and Information and the Working Group for Chapter 35 within the National Convention on the EU in Serbia.
