Mission & Goals
NELFA's mission: (1) Ensuring that the children of LGBTIQ* families in Europe enjoy the same rights as those of children in families currently recognized by the law. (2) Encouraging European countries to adopt equal opportunity policies in relation to LGBTIQ* families with regard to legal, financial, educational, social and other relevant rights. (3) Ensuring that LGBTIQ* families can enjoy fully the European Union’s right to freedom of movement between Member States. (4) NELFA raises awareness about the situation of LGBTIQ* families amongst the public at large. (5) NELFA encourages and promotes initiatives and projects aimed at supporting LGBTIQ* families. (6) NELFA works with EU institutions, Member States and other relevant governmental and civil society partners to achieve the aims stated above.
EU Legislative Interests
(1) "Proposal for a Council regulation on jurisdiction, applicable law, recognition of decisions and acceptance of authentic instruments in matters of parenthood and on the creation of a European Certificate of Parenthood" (https://commission.europa.eu/document/928ae98d-d85f-4c3d-ac50-ba13ed981897_en). NELFA took part - as observers - in the EU Commission's expert group on the legislative proposal and shared its expertise. This means, we reported on cross-border cases and consequences for children in rainbow families. Our general aim is to ensure the cross-border recognition of familial ties which were established in another Member State. This matter also concerns these two EU strategies: (2) "LGBTIQ Equality Strategy 2020-2025", (3) "Strategy on the Rights of the Child". NELFA shared cases at EU conferences before the strategy (2) was launched and took part in a joint submission (3).
Communication Activities
In December 2022, NELFA finalised an online campaign on "Freedom of Movement for Rainbow Families" with the LGBTIQ* platform "All Out". We submitted more than 44,000 signatures to EU Commissioner Helena Dalli. On 16th of January 2023, NELFA organised a webinar concerning the legislative proposal on parenthood recognition. NELFA shared its position on other occasions, like the conference "Families & Borders" in Madrid/Spain [10 March], the legal webinar (organised by Deystvie in Bulgaria) [28 March] or the online-discussion (organised by COFACE Families Europe) [28 June 2023]. Additional Information
NELFA's financial means mostly derive from membership fees (2980,00 € in 2023) and donation (3570,00 € in 2023). In former years, we were able to keep some organisational support out of EU projects (REC, Erasmus+ adult education).
