Mission & Goals
Neo Vision Group is a European applied AI research lab. Our primary goal is to address and solve systemic inefficiencies within the public procurement lifecycle using artificial intelligence. Our current flagship initiative is TenderingOS, an AI-powered operating system. Initially focused on the strategic construction sector, our platform reduces tender preparation time by up to 80% and addresses systemic fragmentation, increasing competitiveness for all participants. Our vision extends to the entire ecosystem. For Public Bodies, we are developing AI for contracting authorities to automate the review of bid submissions, promoting fairness and transparency. A pilot project for this is already active in Romania. Our research is pan-European, with an in-depth focus on the procurement landscapes of Romania, Poland, Italy, and Spain. Our ultimate goal is to scale this European-grown technology to align with the EU's Digital Decade goals.
EU Legislative Interests
Our activities are targeted at policies that support a competitive, transparent, and digitally-led Single Market. Our primary focus is on the intersection of AI innovation and public procurement reform. Key policies and initiatives we target include: The EU's Digital Decade Policy and Programme: Specifically, the goals related to the digital transformation of businesses and public services. The Artificial Intelligence (AI) Act: As a European-based applied AI research lab, our activities involve the practical application and deployment of AI systems, and we are interested in contributing to the development of a pro-innovation regulatory framework. Public Procurement Strategy: All policies related to the modernization, transparency, and digitization of public tendering (e-Procurement). This includes initiatives aimed at reducing administrative burdens and ensuring fair competition for all participants. Single Market & Industrial Strategy: Our platform directly addresses market fragmentation by creating a unified system for pan-European tendering. It supports the EU's industrial strategy by providing critical digital tools to the strategic construction sector.
Communication Activities
Our activities are focused on research, direct engagement, and building real-world pilot projects to demonstrate the viability of our technological solutions. Direct Engagement: Initiating high-level discussions with policymakers at the European Commission and European Parliament to present our research findings on public procurement inefficiencies across member states (Romania, Poland, Italy, Spain). Pilot Projects: We are actively running a pilot project in Romania to demonstrate the feasibility of using AI to help public contracting authorities automate the bid review process, promoting transparency and fairness. We plan to scale this model to other EU member states. Research & Publications: We are consolidating our 9-month, pan-European research on procurement fragmentation and AI solutions into white papers and reports to be shared with stakeholders. Public Consultations: We intend to participate in relevant public consultations related to the AI Act, the Digital Single Market, and future public procurement directives.
