EU Legislative Interests
Our recent interest representation activities focus on EU initiatives that influence the digital economy and online advertising costs, particularly those with potential tax and budgetary implications for Maltese businesses. These include: Proposal for a Directive on Business in Europe: Framework for Income Taxation (BEFIT) – harmonising corporate tax rules across Member States, with possible effects on digital service providers and advertising costs. Proposal for a Directive on the Establishment of a Head Office Tax System for SMEs (HOT) – relevant for Maltese digital agencies operating cross-border within the EU. OECD and EU discussions on digital taxation and implementation of Pillar One and Pillar Two – regarding how large digital platforms (e.g. Facebook, Google) may adjust pricing structures or tax arrangements within the EU (notably through Ireland). European Semester and EU Economic Governance Review – monitoring its impact on marketing budgets and SME resilience in a tightening economic environment. Digital Services Act – for its indirect influence on advertising market dynamics and compliance obligations. These policies are monitored to assess how evolving EU tax and economic frameworks may affect digital advertising budgets, platform costs, and the competitiveness of Maltese marketing firms.
