Mission & Goals

Munksjö is a global producer of speciality paper (including decor paper), with production facilities in the EU and Brazil. A joint venture of a production facility in China was divested in 2025.

EU Legislative Interests

Munksjö has previously targeted EU Commission's Case AD696 Titanium Dioxide and the decision on 13 November 2023, C/2023/786 pursuant to Article 5 of Regulation (EU) 2016/1036 of the European Parliament and of the Council of 8 June 2016 on protection against dumped imports from countries not members of the European Union, as well as 2024/1617. In addition, Munksjö was active in EU Commission's Case C/2024/3695 filed in April 2024 concerning anti-dumping proceeding concerning imports of decor paper originating in the People’s Republic of China during 2024-2025.

Communication Activities

For case C/2023/786 Munksjö had drafted a position paper which was circulated to all member states, as well as reached out to Sweden, France, Spain and Germany specifically and asked for 30 min online meetings to further elaborate on the content of the position paper. These meetings have been held. 23 member states have received the position paper. For case C/2024/3695, Munksjö had together with the co-complainants drafted a position paper which was circulated to all member states to urge for their support in the process as initiated by the Commission. Selected member states had been asked to attend short meetings with the complainants to further elaborate on the merits of the case.

Additional Information

In addition to the limited internal costs of the employees participating in the activities, Munksjö have retained law firm Bird & Bird in Brussels to assist with the activities, including the drafting of position papers and preparation of meetings with the representatives of the Council, and online meetings with member state trade policy representatives. The cost of the law firm's work is included in the above range. The fees spent during 2025 were below 10 000 €.
