Mission & Goals

The main objectives of ABM are: to promote banking policies in areas of common interest; to support the participation of the entire banking community in the reform and development of Moldovan economy; to coordinate cooperation among banks, public institutions of the state, as well as international institutions and banking associations of other countries. ABM is the only institution that represents the interests of the entire banking community in Moldova.

EU Legislative Interests

Payments & Open Finance: PSD3 and the Payment Services Regulation (PSR); Financial Data Access (FIDA); Instant Payments Regulation; Payment Accounts Directive (PAD) review; SEPA framework/EPC rulebooks (SCT, SCT Inst, SDD). AML/CFT: EU AML package (AMLR, AMLD6) and the Anti-Money Laundering Authority (AMLA); Funds Transfer Regulation (incl. crypto-asset transfers). Prudential & Resolution: CRR/CRD (capital and liquidity), BRRD/CMDI reforms; Supervisory reporting simplification. Deposit protection: DGSD review (coverage, funding, payout, cross-border aspects). Digital resilience & cybersecurity: DORA, NIS2 (financial sector interfaces), incident reporting and third-party risk. Crypto & market infrastructure: MiCA, settlement and custody standards, interaction with TFR. Consumer protection: Consumer Credit Directive (CCD II), Mortgage Credit Directive (MCD) review, retail payments fraud/strong customer authentication. Data & AI: Data Act, GDPR interfaces for financial services, AI Act (credit scoring, AML screening). Sustainable finance: CSRD/ESRS, EU Taxonomy, SFDR—proportionality for banks/SMEs and green lending frameworks. Capital Markets Union: SME listing/factoring/securitisation measures that expand financing options for Moldovan firms operating with EU partners.

Communication Activities

Bilateral meetings and technical calls with the European Commission (DG FISMA units and—when relevant—the Commissioner’s Cabinet) on SEPA adherence, PSD2/3 alignment, instant payments rollout, AML/beneficial ownership and de-risking. Regular working exchanges with the EU Delegation in Chișinău on financial-services alignment, consumer protection and payments integration.
