Mission & Goals
The Milken Institute is a nonprofit, nonpartisan think tank dedicated to advancing measurable progress toward a meaningful life by improving financial, physical, mental, and environmental health. Through research, analysis, and high-level convenings, it connects expertise, capital, and innovative ideas to develop scalable solutions to global challenges. Operating from seven offices worldwide, including Santa Monica, Washington, DC, London, Abu Dhabi, and Singapore, the Institute has influenced policy for over 30 years across its four key pillars: finance, health, philanthropy, and international work. In Europe, its initiatives focus on strengthening competitiveness through investments in infrastructure, closing the innovation and tech gap, and enhancing defence and security, particularly through its “Investing in Europe’s Competitiveness Initiative,” which links global investors and policymakers to address barriers to growth.
EU Legislative Interests
The Milken Institute's Investing in Europe’s Competitiveness Initiative aims to augment the EU’s own stress on the need to boost investment and productivity growth in three main areas: infrastructure and decarbonization, closing the innovation and tech gap, and investing in Europe’s defense and security as indicated on the following procedures: - 2024/2116(INI) - European Parliament resolution of 10 September 2025 on facilitating the financing of investments and reforms to boost European competitiveness and creating a Capital Markets Union (Draghi Report) - 2025/2013(INI) - Institutional aspects of the Report on the future of European Competitiveness (Draghi Report) - 2024/2871(RSP) - Closing the EU skills gap: supporting people in the digital and green transitions to ensure inclusive growth and competitiveness in line with the Draghi report - 2024/2079(INI) - Competition policy – annual report 2024 We aim to do this by bringing together global investors and policymakers to understand how investors see the risk-return profile of investing in these sectors, what barriers to greater investment exist, and suggest policy solutions that would have the effect of crowding in more investment into these crucial sectors. The Initiative was launched at the 2025 Milken Institute Global Conference this May, with subsequent roundtables and workshops held in London and Paris, with additional convenings in Berlin and Washington DC. We are also pleased to run the investor track at the 2026 Munich Security Conference, after signing a Memorandum of Understanding last year. The Initiative is supported by the publication of periodical reports.
