Mission & Goals

Matkos Group HCE Shtërpce is a private company dedicated to promoting sustainable infrastructure development in Kosovo and the Western Balkans. Founded on a strong operational base in renewable energy (hydropower), we are currently scaling operations into the design and production of modular, energy-efficient housing solutions. Our goal is to support regional economic growth and green transition through investment in climate-smart construction technologies. In doing so, we actively seek to contribute to EU-led initiatives on decarbonization, policy alignment under the Green Deal, and the Western Balkans’ convergence with EU sustainability and investment frameworks.

EU Legislative Interests

Matkos Group HCE Shtërpce is registering in the EU Transparency Register solely for the purpose of participating in EU open calls for proposals and accessing funding opportunities under publicly announced EU programs. We confirm that we do not carry out any form of interest representation or lobbying as defined by the Interinstitutional Agreement. Our involvement with EU policy is strictly limited to implementation-level engagement through open funding instruments that promote regional development, climate action, and private-sector innovation—particularly under the Growth Plan for the Western Balkans. For example, we have submitted an investment proposal under the European Commission’s 2025 Call for Expressions of Interest aimed at fostering transformative private investments in the region. Our activities do not include advocacy, policy formulation, or efforts to influence EU legislation. We are not involved in meetings with EU decision-makers or structured lobbying initiatives. Any contact with EU institutions is exclusively related to project application procedures within the frameworks of official EU funding platforms (such as WBIF, WeBalkans, or InvestEU). Registration is pursued in good faith to enhance transparency regarding our participation in EU-funded mechanisms, and to ensure eligibility in calls that reference or encourage voluntary registration. We acknowledge that the Transparency Register is not intended for general project applicants or operational beneficiaries, and we submit this registration with the understanding that our participation is limited to publicly accessible funding channels without any intention to influence EU policymaking.

Communication Activities

Matkos Group has not carried out any communication activities aimed at influencing EU legislation, policy formulation, or decision-making processes. Our interaction with EU institutions is strictly limited to the submission of project proposals under public calls for funding and participation in general awareness sessions organised by EU-supported platforms such as WBIF and WeBalkans. Any materials we have prepared—such as project fiches, investment concept notes, or company presentations—have been shared only within the scope of open application processes and technical documentation required for eligibility and evaluation under EU-funded initiatives. These materials are not advocacy tools and do not constitute public or private lobbying. Our purpose in registering is solely to ensure transparency in the context of our participation in publicly available EU calls, and not to engage in interest representation. No events, campaigns, or publications have been directed at influencing the legislative or policy agenda of any EU institution.

Matkos Group HCE Shtërpce is a registered member of the American Chamber of Commerce in Kosovo (AMCHAM Kosovo). This membership facilitates professional exchange, private-sector development, and access to information related to economic and regulatory frameworks, including opportunities funded by the European Union. We do not engage in political advocacy, lobbying, or interest representation through this affiliation or any other network. Our involvement is limited to business networking, technical dialogue, and participation in open-access capacity-building initiatives. Matkos Group is not a member of any pan-European association, confederation, or network involved in lobbying or policy advocacy at the EU institutional level.

Matkos Group HCE Shtërpce L.L.C. is a privately held, single-entity limited liability company registered in Kosovo. We do not operate as an association, federation, or umbrella organisation, and therefore have no members in the structural, legal, or representational sense as understood in the context of the EU Transparency Register. The company functions independently and does not maintain any formally affiliated entities, national or international branches, subsidiaries, or parent organisations. All operations, strategic decisions, and EU-related activities referenced in this registration are conducted exclusively under the legal and operational authority of Matkos Group HCE Shtërpce. This registration covers the entirety of the company’s activities, and no part of our work is delegated to or conducted by external entities acting on our behalf under a shared legal or governance framework.
