Mission & Goals
Maria Ksenia Witte, Arise Innovations, develops instruments for the prospective measurement of deep tech initiatives outcomes. The organisation analyses how KPI architectures, reporting cycles, and mandate time horizons interact to produce either sustainable commercialisation outcomes or compounding structural distortion in institutions supporting deep tech development. The core instrument - the 4×4-TETRA Deep Tech Matrix™ - models these interactions before their effects materialise in reporting, addressing the structural misalignment between short-cycle institutional measurement logic and the 10+ year commercialisation timelines characteristic of deep tech. Research validated as original R&D&I under OECD Frascati Manual criteria by the German Federal Ministry of Research, Technology and Space (BMFTR).
EU Legislative Interests
Horizon Europe - Research and Innovation Framework Programme; European Innovation Council (EIC) programme design and evaluation frameworks; EU deep tech commercialisation and scaling policy; European Research Area (ERA) policy on knowledge transfer and innovation ecosystems.
