Mission & Goals

Created in 2019, the Luxembourg Capital Markets Association (LuxCMA) is a non-for-profit association representing the common interests of all stakeholders in Luxembourg’s primary capital markets industry. Its mission is to promote the capital markets industry in Luxembourg and abroad, to provide opportunities for networking and collaboration, and to foster innovation amongst industry leaders. LuxCMA is a key contact on capital market topics for the authorities, associations, market practitioners, structurers, issuers, and all other capital market players. In particular, LuxCMA focuses on facilitating access to a wide network of capital markets professionals, exchanging views on the future of the industry, sharing best practices with peers, publishing the latest information on legal and regulatory developments, setting market standards, and contributing to capital markets sector proposals in collaboration with other industry associations, thereby influencing future policy-making.

EU Legislative Interests

As a trade association, LuxCMA is actively engaged in shaping regulatory policy and fostering sound market practices across the capital markets ecosystem. Our work is closely aligned with the evolving European regulatory landscape and centres around key legislative initiatives and policy priorities. These currently include, but are not limited to: - Capital Markets Union (CMU) and Savings and Investment Union (SIU), including the Retail Investment Strategy (RIS); - Sustainable Finance Package (incl. Taxonomy Regulation, SFDR, EU GBS, CSRD, CSDDD) - Digital Finance Package (incl. Pilot Regime, MiCA and DORA) - Implementation and revision of the Prospectus Regulation; - Listing Directive - Listing Act Initiative - Implementation of the Securitisation Regulation (STS framework); - Implementation of the Securities Financing Transactions Regulation (SFTR); - Implementation and review of MiFID II / MiFIR, notably regarding the consolidated tape and post-trade transparency for non-equity instruments; - Implementation of CSDR, in particular regarding settlement discipline measures; - Review of the Market Abuse Directive and Regulation (MAD II / MAR); - Review of EMIR, in particular the introduction of the Small Financial Counterparty (SFC) regime; - Regulatory developments related to wholesale Central Bank Digital Currency (CBDC); - Broader geopolitical and macroeconomic trends with market impact. Through its working groups and advocacy efforts, LuxCMA provides a platform for expert-driven dialogue and delivers constructive input to policymakers, regulators, and other stakeholders, with the aim of supporting a competitive, resilient, and forward-looking capital markets environment.

Communication Activities

LuxCMA regularly conducts communication activities in line with EU policy and regulatory developments, including events, publications, and consultation responses. Events: We organise expert panels, technical workshops, and stakeholder discussions on key EU initiatives such as the Capital Markets Union, the Retail Investment Strategy, and sustainable finance. Publications: We produce dedicated position papers and respond to public consultations on files such as MiFIR, EMIR, SFTR, and the Savings and Investment Union, in close collaboration with our working groups. Information Tools: Our Regulatory Tracker and Inflight Bulletins provide members with regular insights into legal and regulatory changes impacting the capital markets.
