Mission & Goals

The primary purpose of establishing the "Legal Adviser" is to ensure the social, economic, cultural, educational, and other interests of its members and other individuals. Our organization's activities include a thorough analysis of existing laws to identify deficiencies and develop proposals for their improvement. We also prepare new draft normative legal acts that meet the modern needs of society and support the lawful activities of state and local government bodies. Our experts work on creating legal mechanisms that ensure the effective implementation and protection of citizens' rights, freedoms, and interests.

EU Legislative Interests

The organisation aims to contribute to the development and implementation of EU policies in the areas of public health, gender equality, and social inclusion. In particular, it follows and seeks to engage with the following EU-level initiatives and policy areas: The EU Gender Equality Strategy 2020–2025 The European Pillar of Social Rights, especially Principles 2 (Gender equality) and 16 (Healthcare) The EU Strategy on the Rights of the Child The EU Care Strategy The EU4Health Programme (2021–2027) The European Health Union initiatives, including the strengthening of health system resilience and crisis preparedness The Critical Medicines Act (COM(2025) 102 final) The organisation’s focus is on promoting gender-responsive and trauma-informed healthcare, strengthening access to psychosocial and reproductive health services, and contributing to EU efforts in building inclusive and equitable health systems.

Communication Activities

Representatives of the NGO “Legal Adviser” engage in activities related to the promotion of gender equality and gender-sensitive policy-making, particularly in the healthcare sector. Communication with EU institutions, including DG JUST and the Fundamental Rights Agency (FRA), has been established through expert consultations and meetings. The organisation contributes to the alignment of Ukraine’s public health legislation with EU law, notably through cooperation with the Ministry of Health of Ukraine. Activities include legal analysis, preparation of policy recommendations and draft regulatory amendments, as well as advisory support during implementation. The NGO also supports the integration of gender equality principles into health-related policies and regulatory frameworks and monitors their compliance with relevant EU standards and strategies. In its work, the organisation applies EU-level methodologies and tools to promote inclusive, gender-responsive, and evidence-based approaches to policy-making.
