Mission & Goals
YUCOM is a professional, voluntary, non-governmental association of citizens, founded for an indefinite amount of time, with the goal to protect and promote human rights in accordance with universally accepted civilized standards, international conventions and national laws, as well as to establish and develop institutions of the rule of law, practice of the legal state and transitional justice. The objectives of the Committee are: -respecting, protecting and promoting human rights and freedoms; -advocating for the respect of the principles of the rule of law; -disseminating ideas and raising awareness of the need to respect, protect and promote human rights and freedoms; -harmonizing national constitutions, statutes, laws and regulations with international and European standards and conventions; -cooperating with national and international associations; -realizing other objectives that are in line with the interests of promoting the ideas, practice.
EU Legislative Interests
Since we are a human rights organization we are targeting mostly two EU policies - Justice and fundamental rights and EU Enlargement.

Organisation Members
YUCOM is actively engaged in various formal and non-formal networks at local, national, and international levels. One of its key involvements is with the National Convention on the European Union (NCEU), where it coordinates the Working Group for Chapter 23, focusing on the alignment of Serbia’s legislation with EU standards in the judiciary and fundamental rights. As a founder of the NCEU, YUCOM plays a vital role in organizing and leading this working group, which has over 40 members from civil society organizations, professional associations, and initiatives. The Human Rights House Network is another significant network for YUCOM, as it established the Human Rights House Belgrade and became a member of the international network in 2011. As for the National Preventative Mechanism of the Protector of Citizens, YUCOM joined this mechanism in 2013 to cooperate with experts and monitor places of detention, including prisons and social protection institutions, in order to safeguard human rights. Additionally, YUCOM is a member of the Platform of Organizations for Cooperation with UN Human Rights Mechanisms, comprising 16 different CSOs and CSO networks. YUCOM takes a lead role by coordinating the Civil and Political Rights Group and monitoring the implementation of various international human rights conventions. In 2020, YUCOM, in partnership with other organizations, established the Solidarity for the Rights of All (SRA) Network, dedicated to reporting attacks on human rights defenders, supporting their rights and advocating for their protection. YUCOM is an integral member of the European Implementation Network (EIN), a collective of 39 members that includes both civil society organizations and distinguished legal experts. This network is dedicated to the paramount goal of ensuring the effective implementation of judgments issued by the European Court of Human Rights and uniting non-governmental organizations from the Council of Europe’s member states. In addition to its involvement with the European Implementation Network, YUCOM plays an active role in the CURE network (Campaign to Uphold Rights in Europe). Within this capacity, YUCOM advocates for the Council of Europe to adapt to emerging challenges while remaining true to its original mission. Furthermore, YUCOM is an essential part of the SEE Digital Rights Network, where it actively works to protect digital rights and confront the ever-expanding challenges posed by the widespread use of advanced technologies in the Balkan region. YUCOM’s motivation for network participation is rooted in its commitment to collaborative efforts aimed at advancing the rule of law and human rights. The organization actively engages to amplify its impact, coordinate key initiatives, advocate for specific human rights, and support human rights defenders.
