Mission & Goals

We are a strategic alliance of 23 international INGO organizations with regional coverage in Latin America and the Caribbean (LAC) that work directly and in partnership with local, national and regional CSOs, as well as with refugee, migrant and displaced populations(RMD). Through regional and international joint advocacy efforts, we work in addressing the response for these populations in LAC within the frameworks of international and regional human rights principles and standards, International Refugee Law and International Humanitarian Law. We seek to build the capacities and conditions within and outside our alliance to achieve a genuine and meaningful dialogue with states, agencies, donors, and refugee and migrant populations in the region, in order to promote an effective and sustainable humanitarian response.​ We contribute and monitor compliance by States in the exercise of the human rights of people on the move, through the promotion, protection, and defense of these rights.

Humanitarian Implementation Plan (HIP) – DG ECHO for Latin America and the Caribbean (2026-2027) NDICI – Global Europe (2021–2027) Conflict Prevention and Crisis Response, Human rights, etc, and particular funding for the Latin America and Caribbean Region Future EU–CELAC Summit Declaration (2025)

Communication Activities

Potential regional communication campaign during 2025 and 2026 to give visibility to protection and humanitarian issues in Latin America and the Caribbean - some of our targets will be EU Parliament, INTPA and ECHO.

Member Of

We are a coalition with 22 INGO members (including NRC, DRC, World Vision, Plan International, Action Against Hunger, IRC, Oxfam, Mercy corps, COOPI, PUI, ChildFund, between others). We collaborate with other networks such as ICVA, VOICE Network, regional platforms such as R4V and REDLAC, and with national INGO Forums in the region.

Additional Information

The Coalition is currently funded under the project "Strengthening the protection environment for refugees, migrants, IDPs, returnees, victim of OSV, and host communities and enhancing the processes for humanitarian assistance localization in LAC" implemented by DRC and NRC. NRC is hosting the Coalition this year and therefore the implementation of the actions are under NRC responsibility.
