Mission & Goals

Joscelyn Foundation is a nonprofit social enterprise that promotes inclusive community development through investments in human capital. It empowers vulnerable groups—especially women, youth, and children—by providing psychosocial services, education, skills training, and employment support, aligned with EU priorities in social inclusion and the care economy. In parallel, Joscelyn supports sustainable tourism by revitalizing cultural heritage, promoting local crafts, and fostering community-based tourism models that generate quality jobs and preserve identity. Through its holistic and locally rooted approach, the Foundation advances social cohesion, economic resilience, and active citizenship.

Member Of

Joscelyn Foundation actively engages in national, regional, and international networks that promote the rights, protection, and empowerment of children, youth, and marginalized communities. Through its involvement in these platforms, the Foundation contributes to advocacy, capacity building, and policy dialogue in line with European values and social policy objectives. At the national level, Joscelyn Foundation is a member of the following networks: National Network for the Rights and Protection of Children in Albania This civil society network was established under the EU-funded project “Strengthening Civil Society to Prevent and Protect Children from Abuse and Violence in Albania,” implemented by Terre des hommes Albania in partnership with ANTTARC. The network brings together CSOs working to improve child protection systems and ensure children’s rights through joint advocacy, case management, and coordination of services. National Youth Congress (NYC) A leading youth umbrella organization in Albania, the NYC unites youth CSOs, informal youth groups, and youth forums from political parties. It serves as a platform for exchanging information, advocating for youth-related policies, and building the capacities of youth organizations. Joscelyn Foundation contributes to discussions on youth employment, education, and civic engagement. At the regional level, Joscelyn Foundation is part of: Youth Hub for the Western Balkans and Turkey This regional network promotes the social, economic, and political inclusion of young people in Albania, North Macedonia, Montenegro, Serbia, and Turkey. The Foundation collaborates with other members on policy advocacy, awareness-raising campaigns, and stakeholder engagement initiatives to strengthen youth participation in decision-making processes. At the international level, Joscelyn Foundation participates in: CHANCE Network – Civil Hub Against Organised Crime in Europe A European network of civil society organizations, informal groups, and activists committed to addressing organized crime and promoting community resilience. Joscelyn Foundation has participated in network activities both in-person (in Malta and Italy) and online, sharing its experience in local community development, youth protection, and anti-violence programs. CIVICUS – World Alliance for Citizen Participation A global alliance dedicated to strengthening civil society and citizen action across the world. As a member, Joscelyn Foundation supports global advocacy for civic space, human rights, and grassroots empowerment. Participation in CIVICUS provides opportunities to connect with international actors, contribute to civil society research, and engage in cross-border solidarity actions. ERIAC – European Roma Institute for Arts and Culture A Berlin-based association supported by the Council of Europe and Open Society Foundations, ERIAC promotes Roma identity, history, and culture through arts and media. Joscelyn Foundation’s engagement with ERIAC supports efforts to combat discrimination and build cultural bridges through inclusive programming in Albania. Through its membership in these networks, Joscelyn Foundation benefits from knowledge exchange, joint advocacy, collaborative projects, and increased visibility within broader European civil society frameworks. These affiliations enhance its capacity to influence national and regional policies while promoting EU-aligned values in social inclusion, youth participation, human rights, and cultural heritage.

Organisation Members

Joscelyn Foundation is not a membership-based organization and therefore does not have individual or organizational members. It operates as an independent non-profit foundation governed by a Board of Directors and supported by a multidisciplinary team, including psychologists, social workers, trainers, educators, and administrative staff. The Foundation collaborates with various affiliated entities through formal and informal partnerships at the local, national, and international levels. These collaborations support the Foundation’s mission to promote social inclusion, youth empowerment, and sustainable development. Affiliated entities and partners include: 24 local municipalities in Albania, with which the Foundation implements joint programs and community-based services; Educational and vocational institutions, providing support for skills development and training of youth and vulnerable groups; Local civil society organizations working in child protection, gender equality, and social services; International platforms and networks such as: CIVICUS – World Alliance for Citizen Participation; CHANCE Network – Civil Hub Against Organised Crime in Europe; Youth Hub for the Western Balkans and Turkey; ERIAC – European Roma Institute for Arts and Culture. Additional Information

Although Joscelyn Foundation did not receive direct funding from EU institutions in the most recent closed financial year (2024), it implemented several EU-aligned initiatives through indirect funding mechanisms, primarily via sub-grant schemes managed by international organizations operating in Albania, such as the Open Society Foundation Albania, Partners Albania for Change and Development, and COSV – Cooperazione per lo Sviluppo. These sub-grants supported activities in social inclusion, gender equality, youth empowerment, and sustainable local development. The Foundation operates as a non-profit entity, with a financial structure based on project grants and donations. Some activities are also supported by national and local public institutions in Albania through co-funding or cooperation agreements. Additionally, the Foundation carries out a number of pro-bono initiatives, especially in community support and awareness-raising, which are not reflected as direct financial income. The team includes both full-time and part-time staff, along with external experts and volunteers, whose contributions may not always represent formal budgeted costs. All financial operations are subject to external audits and comply with transparent accounting procedures.
