Mission & Goals

Invest Europe is the association representing Europe’s private equity, venture capital and infrastructure sectors, as well as their investors. Our membership covers the full range of private equity activity, from early-stage venture capital to the largest private equity firms, as well as funds investing in infrastructure. We also represent professional investors into these asset classes such as pension funds and insurance companies and have associate members from related professions. In total, the association is composed of 600 member firms and around 500 affiliate members. Invest Europe aims to make a constructive contribution to the policy debate at European level, helping its members to understand EU policy, and policymakers across the EU institutions to understand the impacts of those policies on investment in those companies backed by private equity and infrastructure investors. Invest Europe is the guardian of the industry’s professional standards.

EU Legislative Interests

Invest Europe has a particular focus on policy issues that impact on fund managers' ability to invest into European companies but also that could impact on investors’ capacity to commit capital to our asset class. These include: • Alternative investment fund managers (AIFM) - Directive 2011/61/EU • European venture capital funds (EuVECA) - Regulation (EU) No 345/2013 • European long-term investment funds (ELTIFs) - Regulation (EU) 2015/760 • Key information documents for packaged retail and insurance-based investment products (PRIIPs) - Regulation (EU) No 1286/2014 • Markets in financial instruments (MiFID 2) - Directive 2014/65/EU • Prospectus - Regulation (EU) 2017/1129 • Solvency II Directive - 2009/138/EC • Market abuse - Regulation (EU) 596/2014 &Directive 2014/57/EU • Risk management and supervision of insurance companies (Solvency 2) - Directive 2009/138/EC • Institutions for occupational retirement provision (IORP) - Directive 2003/41/EC • Accounting rules - Directive 2013/34/EU • Insolvency Directive - 2012/30/EU • International accounting standards - Regulation (EC) No 1606/2002 • Audit directive 2006/43/EC • Regulation on sustainability-related disclosures in the financial services sector - Regulation (EU) 2019/2088 (and its review) • Corporate Sustainability Reporting Directive (CSRD) and Corporate Sustainability Due Diligence Directive (CS3D) • Sustainable Taxonomy Regulation • Framework for European climate resilience and risk management • State Aid Rules (including General Block Exemption Regulation and Risk Finance Guidelines • EU framework for foreign direct investment screening Invest Europe also pursues any EU initiatives regarding venture capital financing, including InvestEU and the European Innovation Council. We also work on taxation and compliance issues that relate to our industry, including notably: • Tax Simplification Package / Coherent tax framework • Directive on Administrative Cooperation in Direct Taxation DAC • VAT rules for financial services • Anti-tax avoidance rules ATAD • BEFIT Package (including TP and HOT) • EU Directive on faster and safer relief of excess withholding taxes FASTER • OECD/G20 Agreement on Pillar 1 & Pillar 2 • Debt Equity Bias Reduction Allowance DEBRA • Anti-Money Laundering rules AML as well as initiatives affecting both portfolio companies and fund managers, such as those under the Startup and Scaleup Strategy: • SME definition • European Innovation Act • 28th regime • European Innovation Investment Pact • Rescue and Restructuring Guidelines Finally, Invest Europe follows legislation that may impact portfolio companies, as – non exhaustive – examples: Energy, Defence, Tech and Healthcare initiatives.

Communication Activities

On behalf of its members Invest Europe produces industry position papers and responds to EU/international public consultations on policy/regulatory issues of relevance to our industry. We also produce guides, Q&As and policy briefings for our membership.
