Mission & Goals
ILC is a global alliance of over 300 civil society and intergovernmental organisations with the shared goal of realising land governance for and with people at the country level, responding to the needs and protecting the rights of women, men and communities who live on and from the land. ILC's strategy 2022-2030 focuses on three key shifts POWER BACK TO PEOPLE: Systems change is about shifting power, challenging the perpetuation of inequality and putting people’s organisations at the core of ILC initiatives. ATTENTION TO LAND RIGHTS: ILC will unblock lack of progress to the Sustainable Development Goals land indicators because land rights are essential to achieving 13 of the goals, 59 targets and 65 indicators. FOCUS ON DATA-DRIVEN ADVOCACY FOR ACCOUNTABILITY: Because what doesn’t get measured, doesn’t get done, ILC will support its members to gather people’s data on land governance and use it to monitor and hold governments accountable.
EU Legislative Interests
ILC targets the following EU policies that are part of the European Green Deal, focusing on shifting attention to land rights as a key pathway to addressing the climate and biodiversity crises: - the EU's implementation of the Farm to Fork Strategy to make food systems fair, healthy and environmentally-friendly. - the EU’s biodiversity strategy for 2030 to protect nature and reverse the degradation of ecosystems, and the EU's position in the negotiations of the post-2020 global biodiversity framework. ILC also works to promote implementation of SDGs across EU policies, putting forward people-centred land governance as a solution - which can be a key ever to achieving the 2030 Agenda for Sustainable Development, including at least 59 SDGs targets that relate to people-centred land governance. In particular, land issues are recognised and reflected in a number of SDGs targets: No Poverty (1.4), Zero Hunger (2.3/2.4), Gender Equality (5.a), Sustainable Cities and Communities (11.1/11.3/11.7) and Life on Land (15.1/15.3), as well as two target indicators which can be used as key progress measurement in achieving land related legal and policy reforms and their implementation. • 1.4.2: Proportion of total adult population with secure tenure rights to land, with legally recognized documentation and who perceive their rights to land as secure, by sex and by type of tenure • 5.a.2: Proportion of countries where the legal framework (including customary law) guarantees women’s equal rights to land ownership and/or control ILC is exploring how to support members to engage in alternative reporting on progress towards the SDGs and has recently launched a global land index (landexglobal.org) to monitor land governance, which is also aligned with the SDGs, as well as with the Voluntary Guidelines on the Responsible Governance of Tenure of land, forests and fisheries (VGGTs).
Communication Activities
ILC's communications activities aim at elevating the visibility of ILC platforms led by members, in particular the National Engagement Strategy (NES) platforms in 30+ countries, by engaging with ILC members to collaborate on strategic advocacy of proposed agenda/policy changes at the country level. ILC wants to ensure that • Farmers’ organisations, indigenous groups, gender and human rights activists are aware of events and processes within the NES platform, and have opportunities to engage. • National media reports on the work and achievements of NES platforms; • European NGOs working on issues related to land inequality are aware of how the ILC tackles the source of the problem by reforming land policies. ILC uses its website (www.landcoalition.org), which has a global as well as regional sections, as well as social media channels, to communicate with a broad audience. A dedicated Learning Hub on the website focuses on showcasing the good practices of network members as well as pools information on learning opportunities on relevant topics.
