Mission & Goals

The International Centre for Sport Security Europe Association (ICSS Europe) is a non-profit legal entity based in Portugal, established to operate indefinitely in the service of sport integrity, safety, and ethical governance. Acting independently, the Association works across Europe and internationally to safeguard sport through collaboration with governments, international bodies, federations, civil society, and grassroots organisations. Its remit covers developing advanced policies and science-based tools, delivering training and education, and promoting multisectoral cooperation to protect athletes, fans, and communities. ICSS Europe’s goals include ensuring sport remains safe and ethically governed, preserving sport’s positive values as an inspiration for society, strengthening youth protection, preventing violence and corruption, and pioneering innovative solutions to address emerging threats.

EU Legislative Interests

ICSS Europe develops initiatives aimed at strengthening international cooperation in order to implement necessary reforms in the following strategic areas: good governance in sport; integrity of sport (including financial integrity and sports betting integrity); protection and safety in sport; development, valorisation and protection of children and young people in sport; and training, qualification and empowerment in sport. The Association also develops leading initiatives such as the FITS Forum, the Charter for the Protection of Children and Youth in Sport, and the Adept’s Declaration of Rights. ICSS Europe identifies and leads pioneering areas of sports policy, including the protection of intellectual property rights in sport, the fight against terrorism, cybercrime and radicalisation, and the prevention of violent extremism in sport. The organisation contributes to the development of the Save the Dream initiative, including the establishment of national chapters and the organisation of the Save the Dream CSR Global Sports Forum. It supports the initiatives and activities of the Sport Integrity Global Alliance (SIGA) and its reform agenda. ICSS Europe develops action-oriented partnerships with relevant public and private organisations, designs and proposes strategic plans, drafts public or sectorial policy documents, prepares implementation plans, and manages specific projects and initiatives to pursue its goals. The Association develops communication and dissemination strategies, maintains close cooperation with ICSS delegations and units, and promotes synergies for global activities. It promotes, organises and participates in conferences, workshops, meetings and other events related to sport integrity. ICSS Europe also develops and manages the ICSS Europe Knowledge Center, produces reports and research, cooperates with the ICSS i-GAP platform, and ensures the implementation of commitments under existing cooperation agreements and memoranda of understanding.

Communication Activities

ICSS Europe has organised, co-edited, and launched initiatives and publications in the field of sport integrity, in line with EU policies on sport and successive EU work-plans on sport. EU Erasmus+ Sport Projects: Crossport – Crossing the Boundaries through Sport (2021–2024), SPORT T INDEX (2023–2025), SportEYE (2023–2025), QIS ALL–in (2025–2027). Other EU Projects: Portugal 2030 Social Innovation Partnership – Movimento da Inclusão pelo Desporto MID (Fundão).
