Mission & Goals

The Institute for Good Governance and Policies in Environment and Climate Change is an independent, non-profit organisation dedicated to advancing good governance, environmental protection, and climate action. Its mission is to support transparent and evidence-based policymaking aligned with the EU environmental and climate acquis. IPECC contributes to policy development through research, legal and policy analysis, and stakeholder engagement, fostering cooperation between public institutions, civil society, and international partners. The organisation advocates for sustainable investments, improved air quality, climate resilience, and environmental justice. IPECC operates primarily at national level in North Macedonia, with regional engagement across the Western Balkans and cooperation at EU level.

Communication Activities

The Institute for Good Governance and Policies in Environment and Climate Change implements communication and outreach activities related to EU environmental and climate policies, with a focus on air quality, climate governance, circular economy, and EU approximation processes. Key communication activities include the organisation of stakeholder consultation events and policy dialogues, such as events on improving governance in environment and climate change, where representatives of public institutions, civil society, and experts discuss alignment with EU environmental acquis and implementation challenges in North Macedonia, in order to support evidence-based discussion on EU environmental governance frameworks and related legislative requirements. IPECC also prepares and publishes analytical reports and policy-oriented documents, including assessments of governance in the environment and climate sector, recommendations for policy and legislative improvements, and research-based evaluations of compliance with EU environmental standards, in order to contribute to understanding and implementation of EU environmental directives and governance instruments. The organisation actively disseminates project results and policy findings through its official communication channels, including its website, where updates are published on ongoing EU-related projects such as support for national reporting under international climate obligations and work related to transparency and environmental governance systems. In addition, IPECC engages in awareness-raising activities on environmental protection, climate change, and sustainable development, including initiatives promoting improved air quality, sustainable development policies, and the objectives of the Green Agenda for the Western Balkans, that aimed at strengthening environmental governance and public awareness.

Member Of

The Institute for Good Governance and Policies in Environment and Climate Change is an active member of the GEF Civil Society Organizations Network (GEF CSO Network) (Membership ID: M-11323), an independent global alliance of civil society organisations engaged in environmental governance and cooperation with the Global Environment Facility. IPECC is also a member of the Global Water Partnership (GWP) network in North Macedonia (Groundwater Management, Use and Protection Programme), contributing to activities related to sustainable water governance and environmental protection. Organisation Members

IPECC is an independent non-membership organisation and does not have formal members or a membership-based governance structure. The organisation collaborates with external experts, consultants, and partner organisations on a project basis in the context of environmental and climate-related activities. These collaborations are project-specific and do not constitute structural affiliation, control, or ownership relationships covered under the Single Registration principle. No subsidiaries, parent companies, or controlled entities are included under the registration. IPECC operates as a single independent legal entity.

Additional Information

The financial structure of the Institute for Good Governance and Policies in Environment and Climate Change is project-based and primarily supported through international and public grants from multilateral organisations, EU-related programmes, regional foundations, and national public institutions. The organisation does not operate through commercial income. All activities are funded on a project-by-project basis, with resources strictly allocated to the implementation of environmental governance, climate policy, legal analysis, and capacity-building activities. A significant part of the work is implemented through externally funded projects, with no structural core funding or retained financial reserves used for operational purposes. Where relevant, part of the work is supported through non-commercial expert contributions and project-based cooperation with external specialists, fully linked to donor-funded activities and not constituting separate revenue streams.
