Mission & Goals
The Institute for Diplomacy and Economy (instituDE) is an independent, research-driven NGO dedicated to the promotion of democratic governance, the rule of law, and accountable public policy, with a specific focus on Turkey and its interaction with the European and international policy environment. Its core goals are to: Produce rigorous, evidence-based research on foreign policy, diplomacy, the economy, and broader global governance and international political dynamics; Document and analyse human rights issues in Turkey, assessing them under domestic and international legal frameworks, including relevant European human rights standards; Translate research findings into practical and actionable policy inputs through policy briefs, commentaries, and collaborative projects; Contribute to informed public debate and dialogue by engaging with policymakers, academics, civil society, and foreign policy professionals across Europe and internationally
EU Legislative Interests
The Institute for Diplomacy and Economy (instituDE) primarily engages with European Union legislative initiatives and policy frameworks that relate to democratic governance, rule of law, external relations, and the protection of fundamental rights, with a specific focus on how these instruments shape EU relations with Turkey and the wider neighbourhood. In the field of rule of law and democratic standards, instituDE closely follows and contributes to policy discussions surrounding the EU Rule of Law Mechanism, including the annual Rule of Law Report and related monitoring tools. The organisation also engages with legislative and policy developments linked to the EU enlargement and neighbourhood frameworks, particularly where they relate to candidate and neighbouring countries’ alignment with EU acquis on judiciary independence, anti-corruption measures, and institutional accountability. In the area of fundamental rights and human rights protection, instituDE monitors and analyses legislative and policy developments connected to the EU Action Plan on Human Rights and Democracy, the EU Global Human Rights Sanctions Regime, and the implementation of the EU Charter of Fundamental Rights in external action. Particular attention is given to how these frameworks are operationalised in EU external relations, including political dialogue, conditionality mechanisms, and targeted restrictive measures. Regarding foreign policy and external governance, instituDE follows policy development under the EU’s Common Foreign and Security Policy (CFSP) and the European Neighbourhood Policy (ENP), especially legislative and strategic initiatives aimed at strengthening democratic resilience, countering authoritarian influence, and supporting institutional reform in partner countries. The organisation also contributes analysis on EU strategic autonomy debates, external energy governance, and economic security policies where these intersect with EU-Turkey relations and broader regional stability. The organisation also follows policy and legislative discussions related to the functioning and potential modernisation of the EU–Turkey Customs Union, particularly regarding regulatory alignment with EU acquis, trade conditionality debates, dispute settlement mechanisms, and the broader relationship between trade integration, democratic governance, and rule of law standards.
Communication Activities
The Institute for Diplomacy and Economy (instituDE) carries out communication activities aimed at disseminating its research on international politics, governance, economic policy, and human rights, with particular expertise on Turkey within a broader global and European policy context. A core part of instituDE’s communication work is the publication of analytical content, including policy analyses, reports, commentaries, podcasts, and video discussions. These outputs address developments in foreign policy, economic governance, international political dynamics, and rule of law and human rights issues. They are aimed at policymakers, researchers, journalists, and civil society actors working on European and international policy questions. instituDE also communicates research findings through the documentation and legal analysis of human rights violations, which are examined under domestic and international legal frameworks. This work is shared with international policy and human rights audiences to support evidence-based discussions on rule of law, accountability, and governance standards. In addition, instituDE participates in joint communication and dissemination activities with universities, research institutions, and human rights organisations. These include joint publications, research dissemination, and expert discussions linked to international governance, foreign policy, and human rights monitoring. Through these collaborations, instituDE supports the translation of research findings into policy-relevant discussions at the European and international level. instituDE also contributes to policy debate by engaging with professional foreign policy and research communities and by sharing research-based insights on international governance, external policy, and global political developments. These engagements support dialogue between research, policy, and civil society actors. Overall, instituDE’s communication activities are designed to make research accessible to policy audiences, support informed public and policy debate, and contribute to evidence-based policymaking in areas related to governance, rule of law, and international affairs.
