EU Legislative Interests

1. Corporate accountability and human rights Proposal for a Directive on Corporate Sustainability Due Diligence (EU due diligence obligations for companies involved in human rights and environmental harm, including in conflict-affected areas such as Palestine.) Review of the EU Regulation on the Import and Export of Goods Used for Torture or Capital Punishment (To address the export of surveillance and security technologies used for repression.) 2. Regulation of surveillance technologies and digital repression EU legislation on the export control of dual-use goods and cyber-surveillance technologies (In connection to NOVACT’s work on spyware such as Pegasus and NSO-related cases.) European Parliament recommendations on the regulation, prohibition and oversight of spyware (Following the PEGA Committee inquiry.) 3. Fundamental rights, digital rights and technology governance Proposal for an Artificial Intelligence Act (Due to NOVACT’s work on mass surveillance, biometric identification and discriminatory automated systems used in Palestine and in Europe.) Digital Services Act (Relevant for online content moderation, discrimination, hate speech and digital repression documented by NOVACT) General Data Protection Regulation implementation and enforcement processes (In relation to unlawful biometric surveillance and data misuse in occupied territories.) 4. EU policies related to Palestine and conflict-affected areas EU Human Rights and Democracy Action Plan EU Guidelines on Human Rights Defenders EU trade and procurement rules linked to companies operating in occupied territories (Relevant for NOVACT’s work on complicity of European corporations in Palestine.) 5. Business and human rights frameworks within EU external action EU Action Plan on Business and Human Rights (current update process) (Connected to NOVACT’s roles in corporate accountability networks and the ODHE observatory.)

Communication Activities

Publication: “Report: Atarot Settlement – The Industrial Key in Israel’s plan to permanently erase Palestine” — this analysis by NOVACT addresses business and human rights in a conflict/occupation context. Novact Publication: “Report: Stop Rubber Bullets” — on use of less-lethal weapons; relevant for EU policy on exports of security goods. Event/Training: The Nonviolence Factory (Nov 2024, Barcelona) — an international training school for human rights defenders, focusing on civil resistance, digital repression and authoritarianism in the Euro-Mediterranean region. civic-forum.eu Campaign: “Sign! Stop Trade With Settlements – Goal: 1 million European signatures towards achieving a historic EU law” — relevant for EU regulation on business in occupied territories.
