Mission & Goals
As technological innovation transforms the global economy and society, policymakers often lack the specialized knowledge and informed perspective necessary to evaluate and respond to fast-moving issues and circumstances. What should they do to capitalize on new opportunities, overcome challenges, and avoid potential pitfalls? The Information Technology and Innovation Foundation (ITIF) exists to provide answers and point the way forward. Founded in 2006, ITIF is an independent 501(c)(3) nonprofit, nonpartisan research and educational institute—a think tank—whose mission is to formulate, evaluate, and promote policy solutions that accelerate innovation and boost productivity to spur growth, opportunity, and progress. Ranked by the University of Pennsylvania as the world’s leading science and technology think tank, ITIF’s goal is to provide policymakers around the world with high-quality information, analysis, and recommendations they can trust.
EU Legislative Interests
ITIF and its Center for Data Innovation conduct research and advocate for policy outcomes on artificial intelligence strategy, regulation, and ethics guidelines; European digital identity (EUid); common European data spaces; the Digital Markets Act; GDPR review; gender equity strategy; foreign subsidies; competition policy; telecoms policy, including net neutrality and spectrum; and clean energy innovation.

The Center for Data Innovation is an associate member of European Internet Forum.
Organisation Members
ITIF is an independent think tank, not a membership organization, per U.S. law governing 501(c)(3) nonprofit organizations, and the Center for Data Innovation is part of ITIF. As an independent think tank, we have sponsors, but we do not have members. Some organizations that file in the transparency register do not distinguish between organizations of which they are members and organizations to which they have provided donations.
