Mission & Goals

L’association agit comme une plateforme neutre visant à transmettre les défis techniques et opérationnels rencontrés par les acteurs humanitaires de terrain et les communautés affectées aux décideurs politiques et aux bailleurs de fonds.

Elle œuvre également à améliorer l'efficacité, la transparence et la pertinence des aides humanitaires, en particulier celles financées par l’Union européenne, en assurant leur alignement sur les besoins du terrain, et ce dans le respect du droit international humanitaire, du droit international général et des principes fondamentaux de l'action humanitaire.

EU Legislative Interests

The ASBL ( HAF) was newly formed and registered in Belgium to provide platform and bridge for affected communities by amplifying their voices to policy makers in Europe . HAF’s policy and advocacy activities are focused on contributing community-based evidence and rights-based recommendations to key EU policies and legislative frameworks that shape humanitarian aid, accountability, and civic participation, especially in conflict-affected areas such as Gaza. The following EU policies and legislative instruments are central to our influencing work: European Consensus on Humanitarian Aid (2007/C 25/01) and its annual operationalization via DG ECHO’s Operational Strategy. HAF aims to inform the implementation and potential future revisions of this policy with grassroots accountability evidence from field settings. EU Action Plan on Human Rights and Democracy (2020–2024), with a focus on advancing commitments related to civic space, public participation, and inclusive humanitarian response in the EU’s external action. DG ECHO’s Civil Protection and Humanitarian Aid Operations, particularly implementation of localization priorities, the DG ECHO Guidance Note on the Operationalisation of the Triple Nexus, and related coordination frameworks under the Grand Bargain. European Parliament resolutions and debates on the Occupied Palestinian Territory, including EP Resolution 2023/2885(RSP). HAF will engage in particular with the Delegation for relations with Palestine (DPAL), which plays a key role in shaping the EU’s political and humanitarian positioning toward Gaza and the West Bank through parliamentary diplomacy and committee reporting. HAF intends to provide structured briefings, field-based insights, and policy recommendations to DPAL members in order to support their efforts in raising community accountability concerns within the European Parliament and in official communications with the European Commission and relevant committees, including DROI (Human Rights) and DEVE (Development). Regulation (EU) 2021/947 establishing the Neighbourhood, Development and International Cooperation Instrument – Global Europe (NDICI), particularly in relation to funding for civil society, democratic participation, and humanitarian aid oversight in fragile contexts. Through policy briefs, structured consultations, and community-led data, HAF seeks to influence the design, implementation, and democratic oversight of these EU policies to ensure that they reflect the lived experiences and accountability expectations of affected populations.

Communication Activities

We intend to host hearings and briefing on certain crisis and get policy makers aware of field realities. Our communication activities aim to support inclusive, community-informed EU humanitarian policy and accountability. These include: Preparing and sharing policy briefs and field-based reports related to the European Consensus on Humanitarian Aid and DG ECHO’s operational strategies; Organizing technical hearings, roundtables, and briefings with relevant Members of the European Parliament (MEPs), including those in the Delegation for relations with Palestine (DPAL) and DEVE Committee; Publishing survey results and community insights aligned with our declared policy focus areas; Facilitating structured civil society consultations to inform EU-level engagement.

HAF is newly established NGO in Belgium that aims to serve as a link and bridge for affected communities to EU institutions. it focuses on field realities and connects front line actors and communities at risk with policy and decision makers. HAF is in the process to join networks for organizations with similar interest. We confirm that our organization represents no commercial interests and does not receive support from private-sector sponsors. We are not a member of any umbrella organization, federation, or network that carries out activities covered by the Register. Our work is carried out independently and exclusively in the public interest, with a focus on humanitarian accountability, community participation, and policy engagement related to EU external action. We do not have subsidiaries or affiliated entities engaged in EU interest representation. All activities declared in this registration are conducted directly by our core team.

Organisation Members

The organization is registered as a non-profit association (ASBL) and is composed of three founding members, who form the legal and operational core of the association. We do not have any broader membership structure, subsidiaries, or affiliated entities involved in EU interest representation. The list of founding members is available upon request and filed with the Belgian authorities in accordance with ASBL legal requirements
