EU Legislative Interests
Hempfeed’s activities—production and commercialization of animal feed compounds (CNAE 1091), and the cultivation, processing and marketing of plant-derived products, including hemp—are directly affected by the following recent or ongoing EU initiatives and legislative files: Proposal for a Regulation amending Regulation (EC) No 767/2009 on the placing on the market and use of feed – under discussion within the framework of the European Green Deal and Farm to Fork Strategy. This proposal could introduce restrictions relevant to the use of industrial hemp and hemp-derived products in animal feed. Proposal for a Directive amending Directive 2002/32/EC on undesirable substances in animal feed – which is being revised to update the list of substances and maximum levels. Draft amendments have included considerations that may limit the use of industrial hemp in feed materials. Revision of Regulation (EC) No 1831/2003 on additives for use in animal nutrition – linked to sustainability and animal welfare objectives. The revision aims to promote environmentally beneficial feed additives and to further align with the Farm to Fork Strategy. Farm to Fork Strategy (Communication from the Commission COM/2020/381 final) – setting the EU framework for sustainable food systems, including actions on sustainable feed production and plant-based feed materials. Regulation (EU) 2015/2283 on novel foods – particularly relevant for hemp-derived feed products, as the regulation governs the authorization of novel ingredients in food and feed. The regulation is undergoing evaluation to ensure it supports innovation while guaranteeing safety. European Commission’s long-term Vision for EU Agriculture and Food Systems 2025–2040 – adopted in 2025, shaping the future direction of agricultural and food legislation, including plant cultivation, feed safety, and sustainability targets.
